Although characterized as a city of skyscrapers and modernity, Hong Kong has a rich cultural heritage and a surprisingly rich built heritage. The text considers what “built heritage” means in Hong Kong and what built heritage there is in Hong Kong. It introduces general readers, practitioners and students to the issues facing built heritage protection and how such protection usually develops in a modern city. In particular, it considers the problems and disputes that provided the focus for development of law and policy in Hong Kong, especially the legacy of 150 years as a British colony and the consequent identification as a “borrowed” and “temporary” place. The Brief considers how effective law and policy has been in protecting built heritage under the colonial and post-colonial administrations- their successes and failures. These include the Kowloon-Canton Railway Station, the Antiquities and Monuments Ordinance, reclamation of Victoria Harbour, violent protests at Queen’s Pier, and the introduction of mandatory heritage impact assessments for government projects. The text concludes noting recent successes, which may indicate a brighter future for the protection of Hong Kong’s built heritage.

Abstract: At a time when the world is becoming more monotonous under the effect of globalization, diversity has become precious. To retain the different colours of culture, cultural heritage conservation has been widely practiced in many countries. Starting from the 1970s, international conservation organizations have been advocating for area-based conservation. They believe that the goal of heritage conservation, which includes the conservation of both tangible and intangible assets, can be better achieved by conserving areas at an urban scale. In order to facilitate area-based conservation, many countries have integrated conservation with town planning. In Hong Kong, heritage conservation does not protect areas at an urban scale. It only serves an advisory function to town planning and fails to protect the landscape around historic buildings/sites. Under the fast pace of development, this building-based conservation approach has created a fragmented cityscape of Hong Kong as bits and bobs of historic structures are surrounded by incompatible features such as parking garage, flyovers, highways and skyscrapers. This ruins the spirit of the place, decreases the heritage value of the site and consequently diminishes the character of the city. This study attempts to improve heritage conservation in Hong Kong by finding out the feasibility of setting up conservation areas in the city. It explores the importance of heritage conservation, the significance of area-based conservation, and the success factors for setting conservation areas in Singapore, which has shown successful in preserving historic districts and areas of special character by area-based conservation. By reviewing Hong Kong‟s current practice in heritage conservation and town planning against these success factors, several recommendations are conducted at the end. Abstract: Architectural Heritage Conservation in Hong Kong: an Empirical Analysis ABSTRACT This thesis is an original empirical analysis of the key decision making factors in architectural heritage conservation using rigorous statistical and reliable valuation techniques to evaluate Hong Kong data. The aim is to find out the factors that determine historical building designation by Hong Kong Government, using a statistical tool. It is a descriptive rather than prescriptive study. It is not a policy review or consultative document. There is no intention to criticize or dispute the existing mechanism for the evaluation of historical buildings. This is, indeed, a fact finding exercise about objective factors in decision making using a statistical technique which is viable alternative to research on policy decision making through opinion survey. This thesis attempts to verify popular local beliefs that the economic costs of conserving architectural heritage sites in Hong Kong outweigh all cultural benefits when policymakers decide on conservation funding allocation. It evaluated the non-aggregate data for a total of 155 sites using a probit model and land valuation exercise. By identifying the actual criteria for the declaration of monuments in Hong Kong, this thesis should contribute to better conservation research by putting it on a solid quantitative basis not found in any previous literature. xivArchitectural Heritage Conservation in Hong Kong: an Empirical Analysis The resulting case study of Hong Kong shows that the factors affecting both the decisions over the declaration of monuments and the grading of historical buildings are: a) Age: the older the age of a site, the more likely a building it is to be declared a monument and assigned a higher grade. b) Area: a historical building that has larger gross site area is less likely to be declared a monument. c) Architectural style: a building that has a "Chinese" design has a greater chance of being declared a monument than a Western style building. d) Ownership: the type of ownership of a building is not a significant factor in the determination of declaration of monument and grading of historical building. e) Zoning: the common belief that a building on land that is zoned G/IC is more likely to be declared a 'monument' than one located in a zone that allows private development is false. f) Value of the land: a building on a site with a higher land value has a greater likelihood of being declared a monument and given a higher grade. xvArchitectural Heritage Conservation in Hong Kong: an Empirical Analysis In addition, this thesis offers constructive thoughts on the potential contribution of empirical analysis to the declaration of monuments and grading of historical buildings statistics. xvi DOI: 10.5353/th_b3893485 Subjects: Historic buildings - Conservation and restoration - Decision making - China - Hong Kong Historic preservation - China - Hong Kong - Decision making
