Book excerpt: An essential component of all programs relating to waste management is the ability to perform measurements on-site for safe handling and disposal of hazardous wastes. This book focuses on recent developments in field testing methods and quality assurance, which are important to both RCRA and CLERLA hazardous waste management programs. The book highlights sampling strategies, field measurements, and toxicity screening of complex waste matrices. It also describes requirements for quality assurance intended to be used in hazardous wastes remediation, management, and control. Environmental scientists, analytical chemists, laboratory personnel, and other health professionals involved in the sampling, monitoring, and analysis of hazardous waste should consider this book an essential reference resource.

The update includes material on the new USEPA revisions to the Solid and Hazardous Waste Regulations and the new e-Manifest Rule. It is written primarily for generators of hazardous waste with a primary emphasis on source reduction, waste minimization, reuse, and recycling before waste disposal. Numerous case studies from the field and clarification of regulations simplify this complex topic. The book provides guidance on how to determine the proper category of hazardous waste generators, with separate and distinct sets of requirements for the three different categories of generators, and gives basic supplemental guidance for transporters, storage, and disposal facilities. It covers proper completion of hazardous waste manifests and reports. The book explains record keeping, personnel training, and other requirements necessary to be in full compliance on inspections. A companion CD with regulatory forms, data is included. FEATURES: • Provides numerous, field case studies and clarification of new regulations to simplify this complex topic • Includes material on the new USEPA revisions to the Solid and Hazardous Waste Regulations and the new e-Manifest Rule • Covers all the major government regulations from inception to current practice • Explains record keeping, personnel training, and requirements necessary for full compliance on inspections • Includes companion CD with regulatory forms, data Selected Topics: Introductory history and overview of hazardous waste management laws, rules and regulations; a practical guide to complying with the regulations, including the identification of hazardous wastes; proper management of these wastes on-site; preparing generator annual reports, manifests, personnel safety training; hazardous waste management training for staff; proper record-keeping for future regulatory inspections.

Book excerpt: The Department of Toxic Substances Control (DTSC) of the State of California Environmental Protection Agency is in the process of complying with the Regulatory Structure Update. The Regulatory Structure Update is a comprehensive review and refocusing of California's system for identifying and regulating management of hazardous wastes. As part of this effort, the DTSC proposes to change its current waste classification system that categorizes wastes as hazardous or nonhazardous based on their toxicity. Under the proposed system there would be two risk-based thresholds rather than the single toxicity threshold currently used to distinguish between the wastes. Wastes that contain specific chemicals at concentrations that exceed the upper threshold will be designated as hazardous; those below the lower threshold will be nonhazardous; and those with chemical concentrations between the two thresholds will be "special" wastes and subject to variances for management and disposal. The proposed DTSC system combines toxicity information with short or long-term exposure information to determine the risks associated with the chemicals. Under section 57004 of the California Health and Safety Code, the scientific basis of the proposed waste classification system is subject to external scientific peer review by the National Academy of Sciences, the University of California, or other similar institution of higher learning or group of scientists. This report addresses that regulatory requirement.

Available in PDF, EPUB and Kindle. Book excerpt: This volume explores the processes by which hazardous waste policies are formulated and implemented. A collection of papers by distinguished scholars in the field, this is the first treatment of the subject to address both the international and the domestic policy arenas. Also the most current discussion of the topic available, the book includes several articles which deal with the landmark 1984 amendments to the Resource Conservation and Recovery Act. An important adjunct to courses in environmental politics, public policy, and intergovernmental relations, this book sheds new light on the complex political process by which hazardous waste politics are developed, enacted into law, enforced, and reassessed.
