Book excerpt: "The National Oceanic and Atmospheric Administration (NOAA) National Marine Fisheries Service (NMFS) proposes to define the portion of the EEZ in the Northwestern Hawaiian Islands west of 180 degrees West longitude and north of 28 degrees North latitude as the Hancock Seamounts Ecosystem Management Area (EMA), i.e., a marine protected area. Within the Hancock Seamounts EMA, a moratorium would be established that prohibits fishing for pelagic armorhead (Pseudopentaceros wheeleri) and other seamount groundfish and bottomfish, until NMFS determines that the armorhead stock is rebuilt and no longer overfished. The purpose of this action is to rebuild the armorhead stock, which is overfished as a result of over-exploitation by foreign vessels in international waters. This action would also specify a rebuilding time for armorhead as required by the Magnuson-Stevens Fishery Conservation and Management Act for stocks that are overfished"--Cover letter.

Book excerpt: "The National Marine Fisheries Service (NMFS) will propose an annual catch limit (ACL) of 346,000 Ib of main Hawaiian Islands Deep 7 bottomfish during the 2011-12 fishing year, and an annual catch target (ACT) of 325,000 lb as an accountability measure based on the ACL. The Western Pacific Fishery Management Council (Council) based these recommendations on a 2010 NMFS bottomfish stock assessment, recommendations from its Scientific and Statistical Committee, and in consideration of public input. To account for managemcnt uncertainty, the ACT is six percent lower than the ACL and is intended to prevent the ACL from being exceeded. The ACL and ACT, together with the closure of the fishery when the ACT is reached, are expected to provide for long-term sustainability of Deep 7 bottom fish. The ACL was developed in accordance with the method prescribed in the Fishery Ecosystem Plan for the Hawaiian Archipelago. The specification is not expected to result in large changes to the size of or manner in which the MHI bottomfish fishery is conducted. The specifications are expected to have positive long-term impacts on fishery participants and the fishing communities by providing for long-term managed use of the MHI bottomfish. The MHI Deep 7 bottom fish fishery opens on September I of each year. NMFS and the State of Hawaii monitor commercial landings and progress toward the ACT. When the ACT is projected to be reached, both the commercial and non-commercial MHI bottomfish fishery are closed for the remainder of the fishing year. If the ACT is not reached, the fishing year ends August 31"--Cover letter; Portfolio comprised of three related PDF documents digitized and organized by: NOAA Office of Program Planning and Integration (PPI) National Environmental Policy Act (NEPA) staff.

This book was released on 2011 with total page 200 pages. Available in PDF, EPUB and Kindle. Book excerpt: "The Western Pacific Fishery Management Council (Council) prepared a fishery ecosystem plan (FEP) amendment for all five western Pacific FEPs. The amendment to the American Samoa, Hawaii, the Mariana Archipelago (Guam and the CNMI), PRIA, and western Pacific pelagic fisheries FEPs provides specific guidance on how future annual catch limits (ACLs) and accountability measures (AMs) will be developed for western Pacific fisheries. It also identifies the management unit species that qualify for statutory exceptions to the ACL/AM requirements and specifies the qualification criteria for "ecosystem component species." ACLs and AMs are not required for species classified as ecosystem components. The purpose of the amendment is to ensure that western Pacific fishery management plans comply with requirements of the Magnuson-Stevens Fishery Conservation and Management Act to include a mechanism for specifying annual catch limits for all fisheries at a level such that overfishing does not occur and to implement measures to ensure accountability for adhering to these limits. The environmental impact analysis found that the proposed action is administrative and will not result in large or adverse effects on the environment. The approval of the mechanism and process will not result in any environmental change or in a change in fishing activity by any of the fleets, or change in monitoring by the Council, NOAA's National Marine Fisheries Service (NMFS), or other fishery management entity. In the future, when specific annual catch limits and accountability measures are proposed, the Council and NMFS will analyze the potential environmental impacts. In general, ACLs and AMs are not expected to result in large impacts to the environment because many of the ACLs are likely to be based on recent harvests and, therefore, will not result in significant changes to most fisheries"--Cover letter; Portfolio comprised of three related PDF documents digitized and organized by: NOAA Office of Program Planning and Integration (PPI) National Environmental Policy Act (NEPA) staff.
