The tests, used to evaluate soldier's job mastery, are developed by personnel in Army agencies responsible for the various job specialties. Since the SQT entails a new performance-oriented approach to proficiency testing, agency personnel must be trained in the techniques of SQT development. The present handbook was prepared for use by SQT developers in the Army. The handbook covers both technical and administrative procedures to follow in preparing a field-tested SQT. Included are techniques and procedures pertaining to: which job tasks to test; what method of testing to use; how to develop a hands-on test; how to develop a performance-oriented written test; how to validate tests; and how to prepare guidance for test administration.
