Available in PDF, EPUB and Kindle. Book excerpt: Solomon Bennett Freehof (1892-1990) was one of America's most distinguished, influential, and beloved rabbis. Ordained at Hebrew Union College in 1915, he was of the generation of rabbis from east European immigrant backgrounds who moved Reform Judaism away from its classical form toward a renewed appreciation of traditional practices. Freehof himself was less interested in restoring discarded rituals than in demonstrating how the Reform approach to Jewish religious practice was rooted in the Jewish legal tradition (halakhah). Opposed to any attempt to create a code of Reform practice, he nevertheless called for Reform Judaism to turn to the halakhah, not in order to adhere to codified law, but to be guided in ritual and in all areas of life by its values and its ethical insights. For Reform Jews, Jewish law was to offer "guidance, not governance," and this guidance was to be provided through the writing of responsa, individual rulings based on legal precedent, written by an organized rabbinic authority in response to questions about real-life situations. After World War II, the earlier consensus about what constituted proper observance in a Reform context vanished as the children of east European immigrants flocked to new Reform synagogues in new suburbs, bringing with them a more traditional sensibility. Even before Freehof was named chairman of the Central Conference of American Rabbis Responsa Committee in 1956, his colleagues began turning to him for guidance, especially in the situations Freehof recognized as inevitably arising from living in an open society where the boundaries between what was Jewish and what was not were ambiguous or blurred. Over nearly five decades, he answered several thousand inquiries regarding Jewish practice, the plurality of which concerned the tensions Jews experienced in navigating this open society-questions concerning mixed marriage, Jewish status, non-Jewish participation in the synagogue, conversion, and so on-and published several hundred of these in eight volumes of Reform responsa. In her pioneering study, Friedman analyzes Freehof's responsa on a select number of crucial issues that illustrate the evolution of American Reform Judaism. She also discusses the deeper issues with which the movement struggled, and continues to struggle, in its attempt to meet the ever-changing challenges of the present while preserving both individual autonomy and faithfulness to the Jewish tradition.

Available in PDF, EPUB and Kindle. Book excerpt: With U.S.–Iran relations at a thirty-year low, Iranian-American writer Hooman Majd dared to take his young family on a year-long sojourn in Tehran. The Ministry of Guidance Invites You to Not Stay traces their domestic adventures and closely tracks the political drama of a terrible year for Iran's government. It was an annus horribilis for Iran's Supreme Leader. The Green Movement had been crushed, but the regime was on edge, anxious lest democratic protests resurge. International sanctions were dragging down the economy while talk of war with the West grew. Hooman Majd was there for all of it. A new father at age fifty, he decided to take his blonde, blue-eyed Midwestern yoga instructor wife Karri and his adorable, only-eats-organic infant son Khash from their hip Brooklyn neighborhood to spend a year in the land of his birth. It was to be a year of discovery for Majd, too, who had only lived in Iran as a child. The book opens ominously as Majd is stopped at the airport by intelligence officers who show him a four-inch thick security file about his books and journalism and warn him not to write about Iran during his stay. Majd brushes it off—but doesn't tell Karri—and the family soon settles in to the rituals of middle class life in Tehran: finding an apartment (which requires many thousands of dollars, all of which, bafflingly, is returned to you when you leave), a secure internet connection (one that persuades the local censors you are in New York) and a bootlegger (self-explanatory). Karri masters the head scarf, but not before being stopped for mal-veiling, twice. They endure fasting at Ramadan and keep up with Khash in a country weirdly obsessed with children. All the while, Majd fields calls from security officers and he and Karri eye the headlines—the arrest of an American "spy," the British embassy riots, the Arab Spring—and wonder if they are pushing their luck. The Ministry of Guidance Invites You to Not Stay is a sparkling account of life under a quixotic authoritarian regime that offers rare and intimate insight into a country and its people, as well as a personal story of exile and a search for the meaning of home.

Book excerpt: This note provides operational guidance to staff for how to use the Fund’s institutional view on the liberalization and management of capital flows. The institutional view is a consistent basis for providing policy advice on capital flows and policies related to them and assessments when required for surveillance. In the absence of an institutional view, country teams risk providing inconsistent advice to countries in similar circumstances (IEO, 2005). The view does not have mandatory implications for Fund-supported programs or technical assistance. It does not alter members’ rights and obligations under the Fund’s Articles of Agreement or under any other international agreements. The institutional view and guidance will evolve over time to reflect new experience, emerging views of authorities and staff, and research. Staff teams are encouraged to reflect useful lessons from authorities’ experiences with capital flow liberalization and management in Fund reports so that these experiences can continue to influence the Fund’s approach to these issues.

This is due to large budgets that often comprise a sizable percentage of a country's national budget (20%-30%), an unclear strategic vision, nontransparent policy decisions that lead to inappropriate priorities, procurement contracts for goods and services that lend themselves to corruption, and political interference. Additional factors include weak business processes and control systems, weak capacity of subsector agencies, and fragile links across agencies and stakeholders. This guidance note aims to explain key features of the road transport subsector and identify entry points for mapping governance risks.
