Book excerpt: Over the past 20 years, the Information Technology Agreement (ITA) has increased worldwide access to high-tech goods, such as computers, mobile phones and semiconductors. It has also contributed to greater access to the Internet and the growth of the digital economy, creating new opportunities for businesses and individuals in both developed and developing countries. Finalized at the first WTO Ministerial Conference in 1996, the ITA commits its participants to eliminating tariffs on a wide range of IT products with an annual value of approximately US$ 1.7 trillion. To mark the 20th anniversary of the ITA, this publication analyses the impact of the ITA on its participants and on worldwide trade in IT products. It demonstrates how the Agreement has not only made high-tech products more affordable but has also helped to promote innovation and to support developing countries' integration into global production networks. The publication also reviews new developments, such as the landmark deal concluded in 2015 to eliminate tariffs on an additional 201 IT products valued at over $1.3 trillion per year. Finally, it highlights what still needs to be done to meet the UN's Sustainable Development Goal of providing universal and affordable access to the Internet so that the benefits of the digital revolution can be enjoyed by all.

Available in PDF, EPUB and Kindle. Book excerpt: The services sector is key to economic growth, competitiveness, and poverty alleviation. Comprising more than two-thirds of the world economy, services are now commonly traded across borders, helped by technological progress and the increased mobility of persons. In recent years, a number of developing countries have looked at trade in services as a means to both respond to domestic supply shortages and to diversify and boost exports. Any country can tap into the trade potential of services, but not every country can become a services hub across sectors. The opening of the services sector potentially comes with large benefits, but also fears and costs that should not be overlooked. This book provides useful guidelines for the assessment of a country s trade potential, and a roadmap for successful opening and export promotion in select services sectors. It looks at both the effects of increased imports and exports, and provides concrete examples of developing country approaches that have either succeeded or failed to maximize the benefits and minimize the risks of opening. It focuses on sectors that have been rarely analyzed through the trade lens, and/or have a fast growing trade potential for developing countries. These sectors are: accounting, construction, distribution, engineering, environmental, health, information technology, and legal services. This book is designed for non-trade specialists to understand how trade can help improve access to key services in developing countries, and for trade specialists to understand the specific characteristics of each individual sector. It will be a useful tool for governments to design successful trade opening or promotion strategies, and for the private sector and consumers to advocate sound domestic policy reforms accompanying an offensive trade agenda.

Available in PDF, EPUB and Kindle. Book excerpt: The Information and Technology Agreement (ITA) was finalised at the first WTO Ministerial Conference, in Singapore, in 1996, committing its participants to completely eliminate duties on certain information technology products. In its 15 years, the ITA has promoted affordable access to a wide range of technologies, encouraging closer cooperation between developed and developing countries. As production networks become increasingly global, the ITA will continue to facilitate the shift from products made in a specific country to "Made in the World". To mark the 15th anniversary of the ITA, this publication charts the political and technical obstacles which were overcome during the creation of the Agreement and the issues which still need to be resolved. It charts the establishment of the ITA Committee and how the Agreement is implemented, and investigates the impact the ITA has had on trade liberalisation and innovation. The publication also examines the effect information technology has had on global production networks and what this means for developing countries and the ITA.

Book excerpt: The United States Trade Representative (USTR) asked the U.S. International Trade Commission (USITC) to deliver two reports providing advice and information on a draft list of products that could be considered for addition to the International Trade Agreement (ITA) product coverage. This draft list was prepared by a number of ITA participant countries. The USITC's first report lists both the information and communications technology (ICT) purposes and the non-ICT purposes for which each of these products is used, and summarises information provided by interested parties to the Commission on the import sensitivity of these products. The second report identifies tariffs in major markets, the major producing countries, the leading U.S. export markets, and the leading sources of U.S. imports for each of the products on the list. In addition, the second report examines the benefits to the U.S. industry of ITA expansion, including information on increased market access and export opportunities in selected key sub-sectors.

Available in PDF, EPUB and Kindle. Book excerpt: The Information Technology Agreement (ITA), a multilateral agreement emerging from the Uruguay Round, eliminates tariffs on specific technology and telecommunications products for member countries. Primary goals of the ITA are increased trade and competition through trade liberalization for information technology (IT) products, and the global diffusion of information technology. The ITA went into effect in 1997 with 29 WTO member countries and now includes 72 WTO members. It covers over 95 percent of total world trade in IT products, currently estimated at $4 trillion annually. The emergence of complex global supply chains for IT products, rapid deployment of new technologies, and technology convergence since the ITA's inception, shine new light on the role of the ITA in global trade. This paper provides an overview of the ITA, describes the level of tariff liberalization associated with membership, and discusses the changing composition of ITA membership. The paper further examines ITA trade between 1996 and 2008, highlighting the changing composition of trade by leading exporting and importing nations and profiles ITA trade by product segment, focusing on computers, semiconductors, and telecommunications equipment. The paper finds a significant shift in ITA trade to Asia, particularly China, and to a lesser extent to Eastern Europe. Significant developments in global ITA trade include, increasing diversification of ITA members' trade and economic profiles and expanding trade participation by developing countries.
