Book excerpt: According to the FAO, one person in three in sub-Saharan Africa suffers from malnutrition, and one in seven is in danger of dying. Most African countries no longer seem capable of ensuring that their people have access to sufficient food. Given the failure of past efforts the objectives of food security policies and their effectiveness have to be reconsidered. This book shows that the debate on food security policies has changed with the passage of time. The entitlement debate triggered by A. Sen had a major influence on this change but, the bearing of socio-economic structures on the food security of African households and their individual members are still not fully recognised.

Book excerpt: This book traces the impact of structural adjustment policies upon the incomes and welfare of Africa's peasant farmers who currently operate at very low levels of productivity of both land and labour and are confronted with low household income and inadequate food security. A common method has been applied across five countries. Analyses have been made of the links between national economic policies and the various markets in which the smallholders operate, and the services and infrastructures which influence their productive capacities. There are differences in the resource base and the level of ecological deterioration, in export opportunities, in physical infrastructure and, in particular, in the depth and nature of economic policy reforms. The team have recognised the important differences between these five countries and overcome the formidable problems of collecting agricultural data in Africa. The book provides firm evidence of the impact, both positive and negative, of structural adjustment. The editors argue for a more targeted, project-specific approach to small farmer development. This complements the current, donor interest in policy related aid support.

Book excerpt: This book addresses itself to mobilisation and involvement of rural people in development projects. It describes an imperfect but, nonetheless, exciting and thought-provoking exercise that drew social science researchers and students from four public universities in Kenya into an experiment in participatory research, community education and development in two locations. The experiment was grounded on the assumptions that the people of Kenya are a primary resource and that given proper roles and contribution of planners, researchers and programme implementers, self-sustainable development can become a reality. The contributors of this book have focused on the potential of the university to facilitate participation of the people in development. They have given specific suggestions on how this might be accomplished.

Available in PDF, EPUB and Kindle. Book excerpt: Our Continent, Our Future presents the emerging African perspective on this complex issue. The authors use as background their own extensive experience and a collection of 30 individual studies, 25 of which were from African economists, to summarize this African perspective and articulate a path for the future. They underscore the need to be sensitive to each country's unique history and current condition. They argue for a broader policy agenda and for a much more active role for the state within what is largely a market economy. Finally, they stress that Africa must, and can, compete in an increasingly globalized world and, perhaps most importantly, that Africans must assume the leading role in defining the continent's development agenda.

This book was released on 2016-04-24 with total page 344 pages. Available in PDF, EPUB and Kindle. Book excerpt: Despite the international community’s recognition of social protection as a human right, the vast majority of the world’s population still has no access to social protection. In a major effort to address this situation, the International Labour Conference unanimously adopted the Social Protection Floors Recommendation 202 of 2012. However, because of the wide variety of possible schemes (and techniques that can be employed to administer them), there is a genuine risk that important values relating to social protection will be overlooked in implementing the Recommendation. This collection of expert essays contains an in-depth clarification and analysis of the Recommendation and sets forth a clear and practicable set of principles that can be used both as a policy tool and as an assessment framework for the creation, maintenance, and supervision of a national social protection floor. This book pays detailed attention to each of the Recommendation’s key principles, including the following: – state responsibility; – universality of protection; – entitlement based in law; – adequacy and predictability of benefits; – non-discrimination; – financial solidarity; – good governance; – coherence of policies; and – social participation. A special feature of the book is its inclusion of case studies that display innovative social protection schemes focusing on children and families, persons of working age (particularly informal sector workers), and elderly persons. A concluding section offers useful insights on measures that can be taken and lessons learned. As a deeply informed and practical guide to ways in which states can (and do) establish and maintain a social protection floor as a fundamental element of their national social protection systems, this book has no peers. It will be warmly welcomed by jurists concerned with social protection throughout the world, by pertinent government agencies at all levels, by non-governmental organizations, and by academics in the field.
