The FMP entered into effect by operation of law on September 3, 2009. This final rule establishes a comprehensive regulatory program for managing the development of an environmentally sound and economically sustainable aquaculture fishery in Federal waters of the Gulf of Mexico (Gulf), i.e., the Gulf exclusive economic zone (EEZ). The purpose of this final rule is to increase the yield of Federal fisheries in the Gulf by supplementing the harvest of wild caught species with cultured product. This interim final rule does not create any new rights or obligations; it reorganizes the existing regulatory requirements in the Code of Federal Regulations in a more logical format, i.e., by fishery, so constituents and other interested parties can locate regulatory requirements applicable to them more easily. As a part of this reorganization, the implementing regulations for the Gulf and South Atlantic spiny lobster FMP have been consolidated into the same CFR part as all other regulations implementing FMPs in the Caribbean, Gulf of Mexico, and South Atlantic. This interim final rule also amends references to Paperwork Reduction Act (PRA) collection-of-information requirements to reflect the reorganization. Additionally, this interim final rule also amends references to incorporation by reference (IBR) to reflect updated regulatory references for the Florida Administrative Code. The intended effect of this interim final rule is to improve the organization of these regulations and make them easier for constituents and others to use. DRM requires interrelated actions and activities to ensure early warning, prevention, preparedness, response and recovery for a wide range of natural, technological and complex disasters that can impact aquaculture operations and livelihoods. Spatial technology refers to systems and tools that acquire, manage and analyse data that have geographic context. Some of the technologies include satellite remote sensing, aerial surveys, global positioning systems, geographic information systems, information and communication technology and other data gathering sensors used, for instance, in meteorology. Spatial technology supports activities across all phases of the DRM cycle and its rapid development provides enhanced opportunities to support DRM within the aquaculture sector. This guide is organized in two parts. Part one is the “guidance”; it is the main body of the document and describes the processes and steps for the use of spatial technology within DRM for aquaculture. Part two includes selected country case studies from Bangladesh, the Gulf of Mexico and the Caribbean, and Indonesia to illustrate the application of spatial technology in DRM for aquaculture at the national level within local contexts. Best practices at the farm and area management levels, supported by spatial technology, reduce volatility and risks and thus facilitate investment. Countries that would like aquaculture to grow sustainably and reliably are encouraged to use this guide in order to support spatial planning approaches and protect responsible investors. A separate summary version accompanies this publication.

Book excerpt: This techno-economic performance review of selected fishing fleets in North and South America presents the findings of four country level studies of fishing fleets in the United States of America, Brazil, Chile and Peru. The review includes financial and economic information of 21 fishing fleet segments, including shrimp and groundfish trawlers, demersal trawlers, longliners, purse seiners, dredgers as well as hook and line fishing vessels. Analysis of the costs and earnings data of these important fishing fleet segments in North and South America, using survey data from 2012 -2017 for the US fleet segments and 2018 data for the South American countries’ fleets showed that 81 percent of the fleet segments had a positive net cash flow. The net profit margins of 38 percent of the 21 fishing fleet segments were >10%. Two-thirds (67%) of the fleet segments presented positive results in terms of their capital productivity as the return on fixed tangible assets (ROFTA) was positive. Twenty four percent of the fleet segments showed return on investment (ROI) figures of twenty percent or more. A majority of the Chilean and Peruvian fleet segments had ROIs of ten percent or higher in 2018. The financial and economic performance of the fishing fleet segments is not only affected by the seafood prices, but also by the fisheries management regime in place, fish species targeted, fish stock status and fishing methods and technologies applied. The age structure of the fishing vessels shows an increasing trend for most of the fishing fleet segments in this review, which adds to the apparent profitability of the vessels in these fleet segments as depreciation and interests on loans are minimized.
