Training developers and educators throughout the Army use this manual.FM 3-39 applies to the Active Army, Army National of the United States and United States Army Reserve unless otherwise stated.Future operations will occur in complex, chaotic, violent, and uncertain operational environments against peer and near peer threats. These threats are significantly more dangerous in terms of capability and magnitude than those we faced over the last 17 years of conflict. Our Army will accomplish its mission by supporting the joint force through four strategic roles: shape operational environment, prevent conflict, conduct large-scale ground combat, and consolidate gains. The strategic roles clarify the enduring reasons for which the United States Army is organized, trained, and equipped.FM 3-39, Military Police Operations, describes the operational doctrine for the Military Police Corps Regiment. The revision of FM 3-39 reorients military police support to largescale ground combat while simultaneously supporting other types of operations around the world to prevent peer and near-peer adversaries from gaining positions of relative advantage. Our Army remains the strongest and best land fighting force in the world and the Military Police Corps remains critical to its success. The role of the Military Police Corps is to provide the Army with Soldiers who are professionals in policing, investigations, and corrections. Our military police disciplines of police operations, detention operations, and security and mobility support combined with our core competencies enables us to protect and preserve the force, enable maneuver, and shape the security environment both at home stations and in support of combat operations enabling commanders to apply maximum combat power in support of decisive action any place in the world-against any enemy. As Army professionals, our doctrine is designed to be our body of professional knowledge that guides how Soldiers perform tasks to fight and win our nations wars. Doctrine serves as the starting point for thinking about how to plan, direct, execute and assess our conduct of operations. Doctrine provides a coherent vision of warfare. Enhances our operational effectiveness. Provides a common frame of reference and cultural perspective to view. Provides a common professional language, which we must know. Highlights our Military Police contributions in support of the Army's four strategic roles within Unified Action. All, while discussing the desirable character traits required in our Soldiers and leaders of today. We must not just read, but read and understand our doctrine. FM 3-39, Military Police Operations, is rooted in time-tested principles and fundamentals that accommodates for new technologies and organizational changes.

Book excerpt: This field manual (FM) addresses military police (MP) maneuver and mobility support (MMS), area security (AS), internment and resettlement (I/R), law and order (L&O), and police intelligence operations (PIO) across the full spectrum of Army operations. Although this manual includes a discussion of corps and division MP elements, it primarily focuses on the principles of platoon operations and the tactics, techniques, and procedures (TTP) the platoon uses to accomplish its mission. This FM provides the capabilities and organization of the MP, demonstrates the flexibility and diversity of MP in adapting to any mission throughout the full spectrum of Army operations, and characterizes the MP as a combat-force multiplier. Additionally, this manual identifies the fact that the Army will not conduct operations alone and defines the role of the MP in support of joint, multinational, and interagency operations. The MP TTP are organized by the MP functions of MMS, AS, I/R, LO, and PIO with supporting tasks, both individual and collective, to help illustrate the functions.

Book excerpt: Army Techniques Publication (ATP) 3-39.12 is aligned with Field Manual (FM) 3-39, the Military Police Corps Regiment's operational doctrine, and Army Tactics, Techniques, and Procedures (ATTP) 3-39.10. It is intended as a guide and toolkit for military police investigators, USACIDC special agents (SAs), and military police Soldiers conducting law enforcement (LE) and LE investigations. It also serves to educate military police commanders and staff on LE investigations capabilities, enabling a more thorough understanding of those capabilities. This increased understanding facilitates staff planning, resource allocation, and the ability to articulate LE investigative capabilities and requirements to supported commanders and organizations. The principal audience for ATP 3-39.12 is Army military police personnel, which include Department of the Army (DA) civilian police, conducting LE investigation activities while assigned to military police brigades, battalions, companies, detachments, United States (U.S.) Army Criminal Investigation Command (USACIDC) elements, military police platoons supporting brigade combat teams, and Provost Marshal (PM) staffs. The manual also provides military police commanders and staffs with a framework and understanding of LE investigations and investigative capabilities that support decisive action. Commanders, staffs, and subordinates ensure their decisions and actions comply with applicable U.S., international, and, in some cases, host-nation (HN) laws and regulations. Commanders at all levels ensure their Soldiers operate in accordance with the law of war and the rules of engagement (see FM 27-10). ATP 3-39.12 uses joint terms where applicable. Selected joint and Army terms and definitions appear in both the glossary and the text. Terms for which ATP 3-39.12 is the proponent manual (the authority) are marked with an asterisk (*) in the glossary. Book excerpt: This field manual (FM) is a guide for military police, military police investigators (MPIs), and United States (US) Army Criminal Investigations Command (USACIDC) special agents operating in all levels of tactical and garrison environments. This manual makes no distinction between the various levels of investigation, whether it is done by a uniformed military policeman, an MPI, or a USACIDC special agent. Where appropriate, this manual describes nationally recognized methods of investigation and evidence examination adopted from the Department of Justice (DOJ); Federal Bureau of Investigation (FBI); Bureau of Alcohol, Tobacco, and Firearms (BATF); National Association of Fire Investigators (NAFI); National Institute of Justice; and US Army Criminal Investigation Laboratory (USACIL). In addition to the techniques and procedures described in this manual, Army law enforcement personnel are encouraged to seek guidance on police and investigative matters from other approved official law enforcement sources. Special terms used are explained in the glossary.
