Book excerpt: This book explores how the European Union has been responding to the challenge of diversity. In doing so, it considers the EU as a complex polity that has found novel ways for accommodating diversity. Much of the literature on the EU seeks to identify it as a unique case of cooperation between states that moves past classic international cooperation. This volume argues that in order to understand the EU’s effort in managing the diversity among its members and citizens it is more effective to look at the EU as a state. While acknowledging that the EU lacks key aspects of statehood, the authors show that looking at the EU efforts to balance diversity and unity through the lens of state policy is a fruitful way to understand the Union. Instead of conceptualising the EU as being incomparable and unique which is neither an international organisation nor a state, the book argues that EU can be understood as a polity that shares many approaches and strategies with complex and diverse states. As such, its effort to build political structures to accommodate diversity offers lessons to other such polities. The experience of the EU contributes to the understanding of how states and other polities can respond to challenges of diversity, including both the diversity of constituent units or of sub-national groups and identities.

Book excerpt: This volume looks at the changing goals and instruments of European Union diplomacy and examines the reforms of the Lisbon Treaty and their effects on the unity and coherence of EU external action. The authors analyse institutional questions, particularly about the European External Action Service (EEAS) and the role of other EU actors in European foreign policy, and explore recent examples of EU multilateral, bilateral and unilateral diplomacy as well as the external perspective of third actors. The study concludes by investigating the current and future training of the Union's diplomats, which aims to prepare them for an effective EEAS. Will the implementation of the Lisbon Treaty reforms make the EU fit for the future? Can a common European foreign policy ensure that European interests are taken into consideration and that European values shape international relations? Will the European Union be an actor or an object on the international stage in the coming decades?

Available in PDF, EPUB and Kindle. Book excerpt: This book investigates the extent to which the EU has defined and operationalised the notion of effective multilateralism. Reform has dominated the agenda of the EU in recent years with the adoption and implementation of the Lisbon Treaty. However, various international organisations have also been in reform mode in an attempt to adjust their structure to the changing polarity and counter criticisms about a lack of legitimacy, accountability and effectiveness. The EU and Effective Multilateralism examines the EU's intention to make multilateral settings more effective, as formulated by the European Security Strategy in December 2003. Firmly grounded in new empirical research, it provides a balanced account of the fit between internal reform (the institutional reform within the EU, notably following the entry into force of the Lisbon Treaty) and external reform (the institutional reform of the international reform in which the EU operates). This book will be of much interest to students of EU politics, European security, international organisations, foreign policy and IR in general.

Book excerpt: The Constitutional Convention process has sparked debates in many important areas of the EU politics. This study is a contribution to those debates and it touches particularly on four areas of future reform. This study wants to contribute, first, very generally, to the revitalized debate on deliberative politics within the EU and the fundamental question about the legitimacy of European decision-making. Second, more specifically, this study seeks to explore questions of the effectiveness of European decision-making and the buy-in and compliance of various stakeholders with the policy choices in an enlarged Union that gets ever complicated. Third, this study analyzes the innovative method of the Convention and the experiences made with it during the drafting of the Constitution with the goal of giving practical recommendations for the usefulness of the Convention method in general and for the design of successful future treaty negotiations. Forth, finally, and most specifically, this study traces causal mechanisms of arguing and bargaining in multilateral negotiations and, more broadly, seeks to inject a negotiation focus into EU research.

Book excerpt: Over the years, the European Union has developed relationships with other international institutions, mainly as a result of its increasingly active role as a global actor and the transfer of competences from the Member States to the EU. This book presents a comprehensive and critical assessment of the EU’s engagement with other international institutions, examining both the EU’s representation and cooperation as well as the influence of these bodies on the development of EU law and policy.

The contributors show that the EU most often fails to make the UN as effective as it should be in addressing global challenges.

Book excerpt: The book assesses the EU performance in the broader UN setting after the Lisbon Treaty. Distinguished scholars with expertise in EU-UN relations use a comprehensive analytical framework of performance to examine various aspects of the complex EU engagement in UN politics. Performance goes beyond the achievement of agreed-upon objectives and engulfs the underlying, intra-organizational, agreement-reaching processes. The contributors examine the output of the intra-EU policy-making process and its impact within the UN setting. They cover thematic areas of special importance for the EU such as environment, human rights, disarmament and peacekeeping operations as well as special UN bodies and forums where the EU is particularly active, such as the UN General Assembly and its main Committees, the International Labour Organisation, UNESCO and the Non-Proliferation Review Conferences.
