Book excerpt: With over three decades of experience in public sector HR, Bob Lavigna gives managers the tools they need to leverage the talents of government's most important resource: its people. You know firsthand that your government workers are not underworked, overpaid, or mindless clones just carrying out the morally compromised work that politicians forced through the pipeline. Besides having to daily overcome the persona of being a government employee, your hard-working employees face enormous pressures and challenges every day and are asked to solve some of our country’s toughest problems, including unemployment, security, poverty, and education. To be able to return to their desks daily with the passion and commitment required to accomplish these overwhelming duties will require a manager who knows how to leverage talent, improve performance, and inspire passion within these true servants. In Engaging Government Employees, you will learn: Why a highly engaged staff is 20 percent more productive How to get employees to deliver “discretionary effort” How to assess the level of engagement Why free pizza and Coke every Friday is not a viable strategy Engaging Government Employees rejects the typical one-size-fits-all approach to motivation. Drawing on a wealth of empirical evidence, this indispensable resource shows how America’s largest employer can apply the science of engagement to get team members passionate about the agency’s mission and committed to its success.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines the various ways in which co-production can contribute to the creation, design, and delivery of public services, namely by engaging the expertise of users and their networks, by promoting public services that are better targeted and more responsive to users, by cutting costs against the background of austerity in public finance, by creating a synergy between government and civil society that will impact positively on social capital, and by addressing the challenges resulting from growing democratic and citizenship deficits. Particular attention is paid to local government and the health and social care sector. After definition of the concept of co-production, the critical issues which arise when public services are co-produced are discussed. Various experiences of co-production are presented and analyzed with a view to highlighting why, how, and with what effect public service co-production may be implemented. Individual chapters focus on the impact of co-production in making cities smarter and the use of ICT in supporting co-production of public services. The book will be of relevance to a wide readership, from students to academics and professionals interested or engaged in public service management.

Book excerpt: This Handbook provides a comprehensive and authoritative account of the movement towards co-production of public services and outcomes, a topic which has recently become one of the most intensely debated in public management and administration, both in practice and in the academic literature. It explores in depth the processes of co-commissioning, co-design, co-delivery and co-assessment as major approaches to co-production through citizen voice and citizen action and as key mechanisms in the co-creation of public value. The key debates in the field are fully explored in chapters from over 50 eminent authors in the field, who examine the roots of co-production in the social sciences, the growth of co-production in policy and practice, its implementation and management in the public domain, and its governance, including its negative aspects (the ‘dark side’ of co-production). A final section discusses different aspects of the future research agenda for co-production.

Available in PDF, EPUB and Kindle. Book excerpt: In recent years public management research in a variety of disciplines has paid increasing attention to the role of citizens and the third sector in the provision of public services. Several of these efforts have employed the concept of co-production to better understand and explain this trend. This book aims to go further by systematizing the growing body of academic papers and reports that focus on various aspects of co-production and its potential contribution to new public governance. It has an interdisciplinary focus that makes a unique contribution to the body of knowledge in this field, at the cross-roads of a number of disciplines - including business administration, policy studies, political science, public management, sociology, third sector studies, etc. The unique presentation of them together in this volume both allows for comparing and contrasting these different perspectives and for potential theoretical collaboration and development. More particularly, this volume addresses the following concerns: What is the nature of co-production and what challenges does it face? How can we conceptualize the concept of co-production? How does co-production works in practice? How does co-production unfold in reality? What can be the effects of co-production? And more specific, firstly, how can co-production contribute to service quality and service management in public services, and secondly, what is the input of co-production on growing citizen involvement and development of participative democracy?

This book was released on 2020-12-11 with total page 340 pages. Available in PDF, EPUB and Kindle. Book excerpt: Existing research understands co-production as leading to shifts in roles of the public sector institutions and their staffs. The shift is seen in the way that a discursive use of the term service provision with embedded logics encompassing fiscal accountability, performance measurement, efficiency, and process regulation has changed towards discourses that embrace collaboration between the public sector front staff and the citizens, with the aim of developing legitimate and effective welfare services that are co-produced by means of active participation and distributed decision making. However, this change requires new approaches to the way in which the implementation of new practices and tools is executed in practice as studied and researched, and how the new practices and tools are understood and evaluated in organizations. Processual Perspectives on the Co-Production Turn in Public Sector Organizations is an essential reference book that examines, unfolds, and develops approaches to co-production and implementation as dynamic, processual, collaborative, sensemaking, and as requiring and resulting in capacity building and learning. Moreover, the book examines new approaches to engage citizens and public sector actors in collaborative and co-productive processes, especially with concern for new goals pertaining to sustainability, social equity, democratic legitimacy, etc. Covering topics that include knowledge management and collective leadership, the book presents perspectives on capacity building, learning, change, and evaluation in organizations and current research in different areas of the public sector. It is intended for public sector administrators and managers investigating the relevancy, approaches, and methods in co-production. Furthermore, it targets civil actors and welfare service users, leaders and managers of public organizations, researchers, academicians, and students in programs that include social welfare development, public administration, political science, and organizational development.

Available in PDF, EPUB and Kindle. Book excerpt: Co-production occurs when citizens actively participate in the design and delivery of public services. The concept and its practice are of increasing interest among policymakers, public service managers and academics alike, with co-production often being described as a revolutionary solution to public service reform. Public Service Management and Asylum: Co-production, Inclusion and Citizenship offers a comprehensive exploration of co-production from the public administration and service management perspectives. In doing so, it discusses the importance of both streams of literature in providing a holistic understanding of the concept, and based on this integration, it offers a model which differentiates co-production on five levels. The first three refer to the role of the public service user in the design and delivery of services (co-construction, participative co-production and co-design) and the other two focus on inter-organisational relationships (co-management and co-governance). This model is applied to the case of asylum seekers in receipt of social welfare benefits in Scotland to explore the implications for social inclusion and citizenship. It argues that as public service users, asylum seekers will always play an active role in the process of service production and while co-production does not provide asylum seekers with legal citizenship status, if offers an opportunity for asylum seekers to act like citizens and supports their inclusion into society. It will be of interest to researchers, academics, policymakers, public services managers, and students in the fields of public management, public administration, organizational studies.
