Book excerpt: This paper proposes alternative formulation of the Social Assistance (SA) program in the standard labour-leisure model, a model that emphasises relative program incentives, primarily monetary, as an explanation for the relative incidence of Employment Insurance (EI) and SA use among the unemployed. The alternative model takes account of both SA eligibility criteria that limit access and barriers to mixing short-term work & SA. After a brief literature review, the paper suggests modifications to the standard labour-leisure model, then considers the aggregate incidence of EI & SA among the unemployed at one point in time using data from the EI Coverage Survey for 1999, including an assessment of the impact of household status. The next section looks at shifts in the distribution of unemployed by EI & SA incidence between 1987 & 1997 and evaluates the increase in SA incidence within groups using the Survey of Consumer Finances. A brief concluding section summarizes the main findings.

In many middle income countries, these are often based on a 'Bismarckian model' (named after Otto von Bismarck), where benefits are financed by contributions levied on salaried employment. In countries with a large informal sector, however, only a fraction of the population is covered by this system and non-contributory programs have been added or are planned to increase coverage. This can create distortions in the labor market, and the book is about policies to expand the coverage of social insurance programs to all workers, without reducing incentives to job creation and formal work. While few would argue against the need and social merits of social insurance and social assistance programs there are growing concerns about their unintended consequences on labor markets because of poor design. The programs can distort incentives and individual behaviors in ways that either reduce employment levels and/or promote informality, ultimately affecting productivity and economic performance. For instance, high social security contribution rates can reduce formal employment; badly designed unemployment benefits can reduce incentives to keep, search, and take jobs; and fragmented social assistance programs can become a tax on formal labor and encourage informality. The book reviews the evidence regarding the effects of social insurance and social assistance programs on labor market outcomes and discusses options to improve their design and implementation. The book focuses particularly on middle income countries in Latin America and Asia with a large informal sector and suggests ways to reduce these distortions and better manage and finance the subsidies to make coverage universal, while creating good jobs. The book compiles expert papers from the joint conferences of the World Bank (WB), the Institute for the Study of Labor (IZA) and the Inter-American Development Bank (IDB) on Employment and Development.

For this purpose, we specify a structural life-cycle model of the labor supply and savings decisions of singles and married couples. Partial insurance against wage and employment shocks is provided by social programs, savings, and the labor supplies of all adult household members. The optimal policy mix focuses mainly on Social Assistance, which provides a permanent universal household income floor, with a minor role for temporary earnings-related Unemployment Insurance. Reflecting that married couples obtain intra-household insurance by making labor supply choices for both spouses, the optimal generosity of Social Assistance decreases in the proportion of married individuals in the population. The link between optimal program design and the family context is strongest in low-educated populations.

It is based on household survey data for six of the countries, as well as budget data and information on program design collected at the national level. The paper finds that, although social assistance programs in the new member states are small in terms of coverage and expenditure levels (reaching 2 to 5 percent of the population), the programs are an important safety net for the poor. Programs are relatively well targeted, with between 30 and 60 percent of resources going to the poorest quintile of the population. For those who receive them, benefits can make up as much as 37 percent of average consumption of the poor.
