Book excerpt: On behalf of the Quadrennial Energy Review (QER) Task Force, the National Academies of Sciences, Engineering, and Medicine hosted a workshop on February 8-9, 2016, titled "Electricity Use in Rural and Islanded Communities." The objective of the workshop was to help the QER Task Force public outreach efforts by focusing on communities with unique electricity challenges. The workshop explored challenges and opportunities for reducing electricity use and associated greenhouse gas emissions while improving electricity system reliability and resilience in rural and islanded communities. This report summarizes the presentation and discussion of the workshop.

This book was released on 2017-09-25 with total page 171 pages. Available in PDF, EPUB and Kindle. Book excerpt: Americans' safety, productivity, comfort, and convenience depend on the reliable supply of electric power. The electric power system is a complex "cyber-physical" system composed of a network of millions of components spread out across the continent. These components are owned, operated, and regulated by thousands of different entities. Power system operators work hard to assure safe and reliable service, but large outages occasionally happen. Given the nature of the system, there is simply no way that outages can be completely avoided, no matter how much time and money is devoted to such an effort. The system's reliability and resilience can be improved but never made perfect. Thus, system owners, operators, and regulators must prioritize their investments based on potential benefits. Enhancing the Resilience of the Nation's Electricity System focuses on identifying, developing, and implementing strategies to increase the power system's resilience in the face of events that can cause large-area, long-duration outages: blackouts that extend over multiple service areas and last several days or longer. Resilience is not just about lessening the likelihood that these outages will occur. It is also about limiting the scope and impact of outages when they do occur, restoring power rapidly afterwards, and learning from these experiences to better deal with events in the future.

Available in PDF, EPUB and Kindle. Book excerpt: Douglas Barnes and his team of development experts provide an essential guide that can help improve the quality of life to the estimated 1.6 billion rural people in the world who are without electricity. The difficulties in bringing electricity to rural areas are formidable: Low population densities result in high capital and operating costs. Consumers are often poor, and their electricity consumption is low. Politicians interfere with the planning and operations of programs, insisting on favored constituents. Yet, as Barnes and his contributors demonstrate, many countries have overcome these obstacles. The Challenge of Rural Electrification provides lessons from successful programs in Bangladesh, Chile, China, Costa Rica, Mexico, the Philippines, Thailand, and Tunisia, as well as Ireland and the United States. These insights are presented in a format that should be accessible to a broad range of policymakers, development professionals, and community advocates. Barnes and his contributors do not provide a single formula for bringing electricity to rural areas. They do not recommend a specific set of institutional arrangements for the participation of public sector companies, cooperatives, and private firms. They argue instead that successful programs follow a flexible, but still well-defined set of principles: a financially viable plan that clearly accounts for any subsidies; a cooperative relationship between electricity providers and local communities; and an operational separation from day-to-day government and politics.

Book excerpt: For decades, we've heard that local, renewable power is on the horizon, and that cheaper technologies will revolutionize our energy system. Michelle Moore has spent her career proving that this opportunity is already here--and that any community, no matter how small, can build their own clean energy future. In Rural Renaissance, Moore describes five pathways to clean power in rural America and strategies for building it, including energy efficiency, renewable power, resilience (including microgrids and battery storage), the electrification of transportation, and finally, broadband internet. This accessible guide offers a vision of thriving rural communities where clean power is the spark that leads to greater investment, vitality, and equity.
