It gives an overview of school policy developments that represents the diversity of Europe within a comparative framework. It takes point of departure in the fact that European countries in their school and education policies have been increasingly aligning with each other, mostly via transnational collaborations, the OECD, EU, and the Bologna Process. Even the IEA has been instrumental to motivate alignments by means of influential surveys, knowledge production and methodological development. This alignment in terms of common standards, social technologies, qualification frameworks and so forth have aimed at facilitating mobility of students, workers, business and so forth as well as fostering a European identity among citizens from Europe’s patchwork of small and medium-size countries, representing a patchwork of different languages, cultures and societal contexts. In national recontextualizations, however, alignments have been continuously contested according to the particularities of what has been possible educationally and politically in the different national contexts. Furthermore, the return of national(isms) as well as the rise of edubusiness and digitalization have been increasingly influential. This book thus concludes that increasing transnational alignments have to be observed with meticulous attention to different national contexts that matter greatly.

The approach, where teachers make ‘Overall Teacher Judgements’ based on a range of assessment tools and their own observations rather than using any particular national test, has created predictable problems with moderation within and across schools. It has been claimed that this ‘bold’ Kiwi Standards approach avoids the narrowed curriculum and mediocre outcomes of high-stakes assessment in other countries. Yet this book suggests it just produces another variant of the same problems and demonstrates that even a relatively weak high-stakes assessment approach still produces performative effects. The book provides a blow by blow account of the development of a policy including the continuous repositioning of New Zealand’s Government as it has sought to justify the policy in the face of opposition from educators. Indeed the Kiwi Standards tale provides a world-class example of teachers fighting back against policy, with the help of academics. There is an indigenous Māori aspect to the story as well. The contributors to this volume illustrate the complexities and global dimensions of educational quality that emerged in their research. Several chapters critique educational reforms employing assessments aligned to global standards and large scale assessments, revealing how considerations of contextual factors, internal needs and local traditions are essential for developing a quality curriculum or for overhauling a national education system. Most chapters interrogate the uses and misuses of standardised assessment results. The contributors reveal the importance of asking critical questions about quality education: how to access it and for what purposes; what contextual and cultural factors are important; what implementation issues and local-level realities must be considered for true understanding of standardized assessment results; what content, skills and values are necessary and desirable ingredients; what roles teachers and administrators play; and what benefits accrue in terms of outcomes for employment and labor market needs or for achieving autonomy and stakeholder participation. Critiques of narrow interpretations of standardised assessment data contrast with research-based evidence that participation in large scale assessments such as PISA, TIMSS and PIRLS can indeed be beneficial to identify needed reform refinements and implementation shortcomings.
