Without understating the role of violent intervention, Ivan Evans shows that apartheid was sustained by a great and ever-swelling bureaucracy. The Department of Native Affairs (DNA), which had dwindled during the last years of the segregation regime, unexpectedly revived and became the arrogant, authoritarian fortress of apartheid after 1948. The DNA was a major player in the prolonged exclusion of Africans from citizenship and the establishment of a racially repressive labor market. Exploring the connections between racial domination and bureaucratic growth in South Africa, Evans points out that the DNA's transformation of oppression into "civil administration" institutionalized and, for whites, legitimized a vast, coercive bureaucratic culture, which ensnared millions of Africans in its workings and corrupted the entire state. Evans focuses on certain features of apartheid—the pass system, the "racialization of space" in urban areas, and the cooptation of African chiefs in the Bantustans—in order to make it clear that the state's relentless administration, not its overtly repressive institutions, was the most distinctive feature of South Africa in the 1950s. All observers of South Africa past and present and of totalitarian states in general will follow with interest the story of how the Department of Native Affairs was crucial in transforming "the idea of apartheid" into a persuasive—and all too durable—practice.

Racism, Liberalism, and Economics argues that economists' ideas are more complicated. The book considers economists' support of markets in relation to the challenge of race and race relations and argues that their support of laissez-faire has traditionally been based upon a broader philosophical foundation of liberalism and history: what markets have and have not achieved in the past, and how that past relates to the future. The book discusses the concepts of liberalism and racism, the history and use of these terms, and how that history relates to policy issues. It argues that liberalism is consistent with a wide variety of policies and that the broader philosophical issues are central in choosing policies. The contributors show how the evolution of racist ideas has been a subtle process that is woven into larger movements in the development of scientific thought; economic thinking is embedded in a larger social milieu. Previous discussions of policies toward race have been constrained by that social milieu, and, since World War II, have largely focused on ending legislated and state-sanctioned discrimination. Mason and Rhonda Williams Many economists are willing to accept that race is a significant factor in US eco nomic and social affairs. Yet the professional literature displays a peculiar schizo phrenia when faced with the task of actually formulating what race means and how race works in our political economy. On the one hand, race matters when the dis cussion is focused on anti-social behavior, social choices, and undesired market outcomes. Inexplicably, African Americans are more likely to prefer welfare, lower labor force participation, and unemployment. On the other hand, race does not matter when the subject of discussion is economically productive or socially accept able activities and legal market choices (for example, wages and employment). This Janus-faced construction of race is maintained by economists' stubborn ad herence to the market power hypothesis. The market power hypothesis asserts that racial discrimination and market competition are inversely correlated. Discrimina tory behavior will persist only in those sectors of society where the competitive forces of the market are least operative. When applied to the labor market, the mar ket power hypothesis suggests that pre- and post-labor market decisions represent disjoint sets. On average, members of a disadvantaged social group may accumulate a lower amount of or a lower quality of productive attributes because of discrimina tion in marital, residential, or school choice, or because of substantial animosity in day-to-day interpersonal relations with members of a privileged group.
