Introduction The European Union (EU) has been a very heterogeneous building since the start. The difficult task is forming a party system which fits the different national parties in coalitions that are able to produce results. With the now 25 members this seems even more problematic, since the states of Eastern Europe have a tradition that differs significantly from the countries in Northern and Western Europe. It is, therefore, necessary to prove if party cohesion on the European level exists. If members of European Parliament (EP) would only vote on national interest, party coalitions would not serve their purpose. There needs to be cohesion towards the coalition in order to establish real European elections instead of second order national elections. In order to achieve this it is also necessary to be able to have a public opinion that can be organized into majorities (Beetham/Lord, 2001:77). The questions, therefore, remain if the EU is able to establish even more members in its middle. It might be the case that new members would decline the party cohesion even further and that would make It even more difficult to establish true European elections. In this paper, special emphasis will be on the role of Turkey and the adoptability into the party system. The leading hypotheses will be that the cleavages lines which are important for Turkish voters are too different in order to adopt to leading European ideas. A sup-question is also if the Eastern European countries have yet performed this step. The paper will start with a normative frame that points out how an ideal democracy could work on the European level. Because of shortage of space this can not be discussed in total depth, but the presented ideas will serve as a framework. After the theoretical part, the focus will be on the European system as it works today. Special emphasis will be on the party coalitions and their impact on the voting behaviour of members of parliament (MEP). It is essential to describe why national parties have agreed to work together and what political solutions they prefer. Since there are seven coalitions in the EP today, not all can be fully analysed. Therefore, the two biggest groups (EVP-ED and SPE) will mainly be the focus, since they hold over 60% of the seats. The next part will analyse the Turkish system and what kind of issues are deciding for Turkish voters. The history of democracy will be the starting point of this analysis before the present situation will be the focus. The conclusion will, therefore, be based on the question if Turkey’s party system can adapt to the EU, and, thus, the entry of Turkey into the EU is feasible taking these conditions into account.

Book excerpt: How resistant are political parties and party systems in developed democracies to processes of economic and political integration that cross nation-state borders? Europe, the most integrated and democratised part of the world, is among the suitable arenas in which we may find the answer. This project considers the effect that European integration has on party systems in the EU member states, by considering the two spheres that constitute a party system - the relationships between parties and their voters on the one hand, and the context and conditions of interaction among the political parties on the other. I test the hypothesis of the EU's significant impact on key party system elements, its size (number of relevant parties), and its ideological breadth (polarisation). Further, I test the claim that the interactions parties have with their voters are at the root of any change in these key party system parameters. In a cross-national study, I find that party system polarisation on the economic left-right dimension has been reduced in the countries that are part of the Economic and Monetary Union, as a result of the shrinking of viable policy options that prospective governments are able to choose from. The effective number of parties increases with the intensification of European integration overall, an apparent result of the potential of European integration to spark challenges from outside the economic left-right dimension. While the average effect of Europe on individual elements of party systems is significant, each country is found to exhibit its own party system constellation, depending on history and context. The case studies (UK, Portugal, and Italy) demonstrate how these broad Europe-wide processes bring about different political outcomes in the EU member states. In the case studies, I explore the voters' engagement with the issue of European integration, and the parties' responses to the voters' concerns. I utilise the available data from election studies, as well as interviews I have conducted with key party officials and strategists in the three countries, finding that party systems do change as a result of European integration, but this impact is by no means creating convergence across countries.

Book excerpt: The European Union (EU) is a political and economic partnership that represents a unique form of cooperation among sovereign countries. The EU is the latest stage in a process of integration begun after World War II, initially by six Western European countries, to foster interdependence and make another war in Europe unthinkable. The EU currently consists of 28 member states, including most of the countries of Central and Eastern Europe, and has helped to promote peace, stability, and economic prosperity throughout the European continent. The EU has been built through a series of binding treaties. Over the years, EU member states have sought to harmonize laws and adopt common policies on an increasing number of economic, social, and political issues. EU member states share a customs union; a single market in which capital, goods, services, and people move freely; a common trade policy; and a common agricultural policy. Nineteen EU member states use a common currency (the euro), and 22 member states participate in the Schengen area of free movement in which internal border controls have been eliminated. In addition, the EU has been developing a Common Foreign and Security Policy (CFSP), which includes a Common Security and Defense Policy (CSDP), and pursuing cooperation in the area of Justice and Home Affairs (JHA) to forge common internal security measures. Member states work together through several EU institutions to set policy and to promote their collective interests. In recent years, however, the EU has faced a number of internal and external crises. Most notably, in a June 2016 public referendum, voters in the United Kingdom (UK) backed leaving the EU. The pending British exit from the EU (dubbed "Brexit") comes amid multiple other challenges, including the rise of populist and to some extent anti-EU political parties, concerns about democratic backsliding in some member states (including Poland and Hungary), ongoing pressures related to migration, a heightened terrorism threat, and a resurgent Russia. The United States has supported the European integration project since its inception in the 1950s as a means to prevent another catastrophic conflict on the European continent and foster democratic allies and strong trading partners. Today, the United States and the EU have a dynamic political partnership and share a huge trade and investment relationship. Despite periodic tensions in U.S.-EU relations over the years, U.S. and EU policymakers alike have viewed the partnership as serving both sides' overall strategic and economic interests. EU leaders are anxious about the Trump Administration's commitment to the EU project, the transatlantic partnership, and an open international trading system-especially amid the Administration's imposition of tariffs on EU steel and aluminum products since 2018 and the prospects of future auto tariffs. In July 2018, President Trump reportedly called the EU a "foe" on trade but the Administration subsequently sought to de-escalate U.S.-EU tensions and signaled its intention to launch new U.S.-EU trade negotiations. Concerns also linger in Brussels about the implications of the Trump Administration's "America First" foreign policy and its positions on a range of international issues, including Russia, Iran, the Israeli-Palestinian conflict, climate change, and the role of multilateral institutions. This report serves as a primer on the EU. Despite the UK's vote to leave the EU, the UK remains a full member of the bloc until it officially exits the EU (which is scheduled to occur by October 31, 2019, but may be further delayed). As such, this report largely addresses the EU and its institutions as they currently exist. It also briefly describes U.S.-EU political and economic relations that may be of interest.
