Despite their popularity, little is known about their health effects. Some suggest that e-cigarettes likely confer lower risk compared to combustible tobacco cigarettes, because they do not expose users to toxicants produced through combustion. Proponents of e-cigarette use also tout the potential benefits of e-cigarettes as devices that could help combustible tobacco cigarette smokers to quit and thereby reduce tobacco-related health risks. Others are concerned about the exposure to potentially toxic substances contained in e-cigarette emissions, especially in individuals who have never used tobacco products such as youth and young adults. Given their relatively recent introduction, there has been little time for a scientific body of evidence to develop on the health effects of e-cigarettes. Public Health Consequences of E-Cigarettes reviews and critically assesses the state of the emerging evidence about e-cigarettes and health. This report makes recommendations for the improvement of this research and highlights gaps that are a priority for future research.

Kevin Bales's disturbing story of slavery today reaches from brick kilns in Pakistan and brothels in Thailand to the offices of multinational corporations. His investigation of conditions in Mauritania, Brazil, Thailand, Pakistan, and India reveals the tragic emergence of a "new slavery," one intricately linked to the global economy. The new slaves are not a long-term investment as was true with older forms of slavery, explains Bales. Instead, they are cheap, require little care, and are disposable. Three interrelated factors have helped create the new slavery. The enormous population explosion over the past three decades has flooded the world's labor markets with millions of impoverished, desperate people. The revolution of economic globalization and modernized agriculture has dispossessed poor farmers, making them and their families ready targets for enslavement. And rapid economic change in developing countries has bred corruption and violence, destroying social rules that might once have protected the most vulnerable individuals. Bales's vivid case studies present actual slaves, slaveholders, and public officials in well-drawn historical, geographical, and cultural contexts. He observes the complex economic relationships of modern slavery and is aware that liberation is a bitter victory for a child prostitute or a bondaged miner if the result is starvation. Bales offers suggestions for combating the new slavery and provides examples of very positive results from organizations such as Anti-Slavery International, the Pastoral Land Commission in Brazil, and the Human Rights Commission in Pakistan. Book excerpt: This paper analyzes the extent of income inequality from a global perspective, its drivers, and what to do about it. The drivers of inequality vary widely amongst countries, with some common drivers being the skill premium associated with technical change and globalization, weakening protection for labor, and lack of financial inclusion in developing countries. We find that increasing the income share of the poor and the middle class actually increases growth while a rising income share of the top 20 percent results in lower growth—that is, when the rich get richer, benefits do not trickle down. This suggests that policies need to be country specific but should focus on raising the income share of the poor, and ensuring there is no hollowing out of the middle class. To tackle inequality, financial inclusion is imperative in emerging and developing countries while in advanced economies, policies should focus on raising human capital and skills and making tax systems more progressive.
