It is key to bonding airmen and is the foundation for successful Air Force achievements in peace and in war. Of the many skills and abilities used in the profession of arms, none is prized more highly. As we transform to meet the challenges of the twenty-first century, leadership can strengthen the foundation of mutual trust and respect among the ranks and the organization as a whole. Most people who equate leadership with good management model their leadership practices based on readings and research published in the industrial era of the twentieth century. This understanding of leadership has dominated military organizations in the past but will not serve the mature Expeditionary Aerospace Force of tomorrow. This paper explores the advantages to adapting emerging leadership philosophies into the Air Force culture to meet the growing challenges of the twenty-first century work force. Leadership doctrine, leadership development programs, and the human resource management system should be aligned to support these changes in leadership philsophy and practice. This is critical in order to build Air Force leaders with a clearly recognizable set of competencies and attitudes that thrive regardless of a particular career-path or assigned location throughout an entire career."--Rand abstracts.

Aerospace power is continually changing because of new technology, threats, and air and space theories. However, many basic principles about aerospace power have stood the test of time and warfare. This book provides the reader with many of these time-tested ideas for consideration and reflection. Although Aerospace Power in the Twenty-First Century was written for future officers, individuals desiring a broad overview of aerospace power are invited to read, share, and discuss many of the ideas and thoughts presented here. Officers from other services will find that this introduction to air and space forces will give them a good grasp of aerospace power. More experienced aerospace leaders can use this book to revisit many of the issues that have affected air and space forces in the past and that might affect them in the future. Air Force officers will discover that Aerospace Power in the Twenty-First Century is a very timely and reflective resource for their professional libraries.

Book excerpt: Emerging analysis of the American interagency and intergovernmental processes has underscored the nation's inability to respond effectively and coherently to contemporary national security demands. Modifications to various organizations and the overall interagency process have been recommended. These are clearly required, but there has not been sufficient attention focused on the nonmilitary human capital required to meet the challenges of the 21st century. Specifically, the Federal Government lacks a comprehensive process to ensure the recruitment, development, and retention of leaders capable of effectively integrating the contributions of specialized government agencies on behalf of larger national security interests. This new security environment requires people who are not only substantively qualified and knowledgeable of policy issues, but also possess the leadership abilities to direct large complex organizations.

Book excerpt: Prepared at the request of NASA, Aeronautical Technologies for the Twenty-First Century presents steps to help prevent the erosion of U.S. dominance in the global aeronautics market. The book recommends the immediate expansion of research on advanced aircraft that travel at subsonic speeds and research on designs that will meet expected future demands for supersonic and short-haul aircraft, including helicopters, commuter aircraft, "tiltrotor," and other advanced vehicle designs. These recommendations are intended to address the needs of improved aircraft performance, greater capacity to handle passengers and cargo, lower cost and increased convenience of air travel, greater aircraft and air traffic management system safety, and reduced environmental impacts.

Book excerpt: India’s Aircraft Industry, despite having been formed as early as in December 1940 has been unable to meet the equipment needs of the aviation users, whether military or civil, in the country. As a consequence India imports all its aircraft needs from abroad. This situation needs to change. This book starts from an examination of the importance of aviation to the country both for military as well as or civil purposes. From here it goes on to trace the development of aviation in India. Then the book examines the Indian Aircraft Industry from studying the aircraft projects carried out by India. From these aircraft projects lessons and learning have been culled for use later in the book. Thereafter there are case studies carried out of the two leading airpower capability countries, the USA and erstwhile Soviet Union / Russia. There are also case studies of Brazil and China as these two countries were behind India in aviation in the 1950s but are globally competitive today, unlike India. The lessons and learning from the case studies are compiled and then used finally to develop possible models that could help make India’s aircraft industry globally competitive.
