Book excerpt: Civilian wide-bodied aircraft are presently used to augment the Military Airlift Command's airlift capability. Many analysts believe that this wide-body usage will increase in the future. However, even today, the basic 463L materials handling equipment system (e.g., K-loaders) cannot accommodate civilian wide-bodies. Cargo loader adapters and modifications have proven infeasible, necessitating the use of elevators for loading/unloading operations. Therefore, the purpose of this study was to examine whether the United States Air Force should continue to write specifications around the present K-loaders, or initiate acquisition of a cargo loader capable of interfacing with both military aircraft and civilian wide-bodied aircraft. The examination of these two decision alternatives involved three main phases: (1) a forecast of the future U.S. wide-body and narrow-body market, (2) a determination of Military Airlift Command's future loader requirements based on predicted changes in cargo activity, and (3) a net present value analysis of system costs built on various policies for loader replacement. After the results of these phases were obtained, the authors concluded that the Air Force should continue to acquire, operate, and maintain its present K-loader system. (Author).

Book excerpt: The Dept. of Defense (DoD) used nearly 700 aircraft, as well as commercial and leased aircraft, to carry about three million troops and 800,000 tons of cargo in support of wartime, peacetime, and humanitarian efforts in 2008. C-5s and C-17s move troops and cargo internationally (strategic airlift) and C-130s are the primary aircraft that moves them within a theater of operation (tactical airlift). Over the next four years, DoD plans to spend about $12 billion to modernize and procure airlifters and is currently studying how many it needs. This report: (1) identifies the status of DoD¿s modernization and acquisition efforts; and (2) determines how well DoD is addressing any capability gaps and redundancies. Includes recommendations. Charts and tables.

Book excerpt: n this extremely comprehensive overview of airlift and air mobility, Colonel Miller shows how the worldwide orientation of American foreign policy, the numerous threats to free-world interests, and the speed and complexity of modern warfare have combined with political and resource constraints to produce today's airlift doctrine and force structure. Airlift is the movement of goods and people to where they are needed, when they are needed there. Since the 1920s there has been an evolving awareness and articulation of how to best organize, train, and equip airlift forces for that mission. The worldwide orientation of American foreign policy, the numerous threats to free world interests, and the speed and complexity of modern warfare have combined with political and resource constraints to produce today's airlift doctrine and force structure. Colonel Miller's study traces these many interrelationships to discover what critical airlift decisions were made, why they were made, and what they may mean in the future. Airlift is the backbone of deterrence. A properly structured and equipped airlift force is critical to the successful execution of the national military strategy. How we think about airlift and how we translate those thoughts into a meaningful expression of how to develop, deploy, and employ airlift forces is vital to the national defense. Colonel Miller's study is a definitive step in that important process.

This book was released on 2011-11-17 with total page 254 pages. Available in PDF, EPUB and Kindle. Book excerpt: The ability of the United States Air Force (USAF) to keep its aircraft operating at an acceptable operational tempo, in wartime and in peacetime, has been important to the Air Force since its inception. This is a much larger issue for the Air Force today, having effectively been at war for 20 years, with its aircraft becoming increasingly more expensive to operate and maintain and with military budgets certain to further decrease. The enormously complex Air Force weapon system sustainment enterprise is currently constrained on many sides by laws, policies, regulations and procedures, relationships, and organizational issues emanating from Congress, the Department of Defense (DoD), and the Air Force itself. Against the back-drop of these stark realities, the Air Force requested the National Research Council (NRC) of the National Academies, under the auspices of the Air Force Studies Board to conduct and in-depth assessment of current and future Air Force weapon system sustainment initiatives and recommended future courses of action for consideration by the Air Force. Examination of the U.S. Air Force's Aircraft Sustainment Needs in the Future and Its Strategy to Meet Those Needs addresses the following topics: Assess current sustainment investments, infrastructure, and processes for adequacy in sustaining aging legacy systems and their support equipment. Determine if any modifications in policy are required and, if so, identify them and make recommendations for changes in Air Force regulations, policies, and strategies to accomplish the sustainment goals of the Air Force. Determine if any modifications in technology efforts are required and, if so, identify them and make recommendations regarding the technology efforts that should be pursued because they could make positive impacts on the sustainment of the current and future systems and equipment of the Air Force. Determine if the Air Logistics Centers have the necessary resources (funding, manpower, skill sets, and technologies) and are equipped and organized to sustain legacy systems and equipment and the Air Force of tomorrow. Identify and make recommendations regarding incorporating sustainability into future aircraft designs.

Book excerpt: This collection of essays reflects the proceedings of a 1991 conference on "The United States Air Force: Aerospace Challenges and Missions in the 1990s," sponsored by the USAF and Tufts University. The 20 contributors comment on the pivotal role of airpower in the war with Iraq and address issues and choices facing the USAF, such as the factors that are reshaping strategies and missions, the future role and structure of airpower as an element of US power projection, and the aerospace industry's views on what the Air Force of the future will set as its acquisition priorities and strategies. The authors agree that aerospace forces will be an essential and formidable tool in US security policies into the next century. The contributors include academics, high-level military leaders, government officials, journalists, and top executives from aerospace and defense contractors.

Book excerpt: Global air mobility is an American invention. During the twentieth century, other nations developed capabilities to transport supplies and personnel by air to support deployed military forces. But only the United States mustered the resources and will to create a global transport force and aerial refueling aircraft capable of moving air and ground combat forces of all types to anywhere in the world and supporting them in continuous combat operations. Whether contemplating a bomber campaign or halting another surprise attack, American war planners have depended on transport and tanker aircraft.
