Our understanding of how democracy functions—and under what circumstances it can be consolidated and strengthened—remains highly uneven. Recent events underscore the critical importance of expanding our understanding of democratic institutions and operations. Here McMahon and his distinguished contributors demonstrate how the dynamic process of democratization is shaped by the specific contexts in which it occurs; how the internal community plays a key role in the development of democracy; and how the ability to understand democratization requires both internal and external perspectives. Typically political scientists attempt to answer this question by relying upon either empirical analysis, which explains existing political practices, or normative analysis, which prescribes ideal political practices. Political scientist Paul Schumaker rejects this distinction between empirical and normative theory. Instead, he weds the two approaches to create the new analytical mode he calls critical pluralism. With it he can measure variances in government from pluralist/democratic ideals and still provide theoretical explanations of why the variances occurred. Schumaker uses critical pluralism to describe, explain, and evaluate variations in three key measures of democratic performance: responsible representation, complex equality, and principle-policy congruence. To test his framework and methodology he analyzes 29 community issues that arose in Lawrence, Kansas, between 1977 and 1987. The results of his study—one of the most comprehensive databases ever in the study of community politics—will be of interest to those who study community power. The conceptual framework itself and methodology used in assessing democratic performance will have a lasting impact on the way community government is studied.

But logically extending this wisdom implies that associated principals – voters, consumers, shareholders – will favor themselves over the greater good when ‘rules of the game’ instead create too much accountability. Democratic Governance and Economic Performance rigorously develops this hypothesis, and finds statistical evidence and case study illustrations that democratic institutions at various governance levels (e.g., federal, state, corporation) have facilitated opportunistic gains for electoral, consumer, and shareholder principals. To be sure, this conclusion does not dismiss the potential for democratic governance to productively reduce agency costs. Rather, it suggests that policy makers, lawyers, and managers can improve governance by weighing the agency benefits of increased accountability against the distributional costs of favoring principal stakeholders over more general economic opportunities. Carefully considering the fundamentals that give rise to this tradeoff should interest students and scholars working at the intersection of social science and the law, and can help professionals improve their own performance in policy, legal, and business settings.

This book offers a comprehensive analysis of twenty-one OECD countries by systematically examining all major domestic policy areas - domestic security policy, economic policy, social policy, and environmental policy - and using outcome indicators. The quality of democracy is assessed both at the level of the four policy areas and at a general level encompassing all policy areas. The question of trade-offs between policy areas is studied in an unprecedented way and, for the first time, national types of policy patterns are identified. The findings of this book confront widely-held assumptions about the performance of democracies. Western democracies as a whole did not converge at a lower level of performance, and trade-offs between different policy areas did not increase. The question 'do institutions matter?' can only partially be answered in the affirmative. Political institutions do matter, but formal and informal institutions cause different effects and both matter only sometimes and to a limited degree. The Performance of Democracies is a book with significant theoretical implications. It stresses that the effect of institutions is more complicated than most of the neo-institutionalist approaches assume. No clear predictions can be made on the basis of institutional factors. Consequently, it does not support the established assertion that fundamental political problems can simply be resolved through institutional reforms of liberal democracies.
