Systematic analysis of this subject has been held back, however, by the lack of a cross-national index of immigrant exclusion from social benefits over time. The Exclusion of Immigrants from Welfare Programs fills this gap by taking advantage of a novel and original measure called the Immigrant Exclusion from Social Programs Index (IESPI), which includes twenty-five indicators regarding immigrants’ access to seven different social programs, for twenty-two countries, at four moments in time. The book includes an assessment of key trends, an investigation of the origins and consequences of variation, and four detailed country case studies of particular theoretical interest: Norway, Austria, Portugal, and the United States. Presenting a cross-national index to facilitate and encourage systematic cross-country comparisons, this book provides insights and data that will allow researchers to probe such questions as the degree to which countries include or exclude immigrants in developing public policies, why some countries are more exclusionary than others, and what the future consequences of this exclusion might be.

Book excerpt: For decades, the European legislators and the Court of Justice have extended the rights to free movement and cross-border welfare in the European Union (EU). Strong assumptions on the impact of these rules have been posed, by some held to lead to welfare migration and thus to be a fundamental challenge to the welfare state. However, studies of how these rules are implemented and what become the de-facto outcomes hereof remain scarce. We address this research gap, by examining domestic responses to and outcomes of dynamic EU rules. Based on a unique set of administrative data, we do so for all EU citizens residing in the universalistic, tax-financed welfare state of Denmark between 2002-2013. We find that domestic responses have been restrictive and outcomes limited.

If the profile of boundaries changes over time, we might expect significant consequences on bonding dynamics, i.e. on the way solidarity is structured in a given politicalcommunity.The book addresses these two questions in a broad historical and comparative perspective. The first chapter sets out a novel theoretical framework which re-conceptualizes the welfare state as a 'bounded space' characterized by a distinct spatial politics. This reconceptualization takes as a starting point the 'state-building tradition' in political science and in particular the work of Stein Rokkan. The second chapter briefly outlines the early emergence and expansion of European welfare statestill World War II. Chapters 3 and 4 analyse the relationship between domestic welfare state developments and the formation of a supranational European Community between the 1960s and the 2000s, illustrating how the process of European integration has increasingly eroded the social sovereignty of thenation-state. I assume that migration costs are lower for border county residents. If so, then at a state border with a large cross-border benefit differential, the border counties on the high-benefit side should have higher welfare participation relative to the interior counties of the high-benefit state, having disproportionately attracted welfare migrants. Likewise, the border counties on the low-benefit side should have lower welfare participation relative to the interior counties of the low-benefit state, having disproportionately lost welfare migrants. This suggests that a simple differences-in-differences comparison of welfare participation at state borders to state interiors across high and low benefit states can be used to test for welfare migration. The results obtained using county-level data from 1970-90 indicate that having a neighbor with benefits that are $100 lower increases AFDC expenditures in border counties by 4.0-6.8 percent relative to interior counties.

The assumption that EU immigrants pose a net 'welfare burden' on the host member state has sounded loud and wide in recent years. This calls for an empirical test. In this article, we examine the fiscal impact of EU immigration on the universalistic, tax-financed welfare state of Denmark. We analyse EU citizens' contribution to and consumption of welfare benefits between 2002 and 2013 on the basis of a unique dataset of administrative data, consisting of repeated cross sections of 100% of the EU population residing in Denmark.
