Book excerpt: This book argues that a leading cause of the political instability in the Horn of Africa is a crisis of governance, caused by extreme centralization of power, weak institutions, and the failure to institutionalise the responsible use of authority. In recent years, many attempts have been made to resolve the ongoing conflicts in Somalia and South Sudan, but problems remain, and in 2019 the instability spread to Ethiopia. This book critically examines how many of the governance problems in the region can be addressed through institutional design. The central argument is that an inclusive system of governance through federalism, devolution, and inclusive political institutions as well as ensuring the institutionalization of power through strengthening the rule of law has the potential to make governments more accountable, inclusive, and be able to deliver critical services. Such systems ensure relative stability and peace and reduce the risks of state fragmentation – a major concern in the region. Demonstrating that the threats of further fragmentation and conflict due to the crisis of governance are likely to continue unless serious steps are taken to deal with the situation, the book will be an important read for researchers and policy makers with an interest in peacemaking, politics, constitutional law, and federalism in the region.

Book excerpt: Most African economies range from moderately advanced capitalist systems with modern banks and stock markets to peasant and pastoral subsistent systems. Most African countries are also characterized by parallel institutions of governance – one is the state sanctioned (formal) system and the other is the traditional system, which is adhered to, primarily but not exclusively, by the segments of the population in the subsistence peasant and pastoral economic systems. Traditional Institutions in Contemporary African Governance examines critical issues that are largely neglected in the literature, including why traditional institutions have remained entrenched, what the socioeconomic implications of fragmented institutional systems are, and whether they facilitate or impede democratization. The contributors investigate the organizational structure of traditional leadership, the level of adherence of the traditional systems, how dispute resolution, decision-making, and resource allocation are conducted in the traditional system, gender relations in the traditional system, and how the traditional institutions interact with the formal institutions. Filling a conspicuous gap in the literature on African governance, this book will be of great interest to policy makers as well as students and scholars of African politics, political economy and democratization.

Book excerpt: This edited volume reflects on some of the important discussions on the trends of governance, conflict and security in Africa. It explores some of the emerging concerns and offers a holistic understanding of the remote and immediate causes of the conflict and how the neo-colonial African states have been structured in a manner that makes violent conflict inevitable. The book thereby provides an overview of Africa’s security challenges and proffers some sustainable policy options for curtailing lawlessness and armed conflict on the continent. Literature is exhaustive about the nexus between governance, peace, and security; however, discourse on the impact of ‘new’ conflict on governance has been scant. Understanding these new trends has become a necessity and precondition for sustainable development, as reflected in both the African Union (AU) Agenda 2063 and the United Nations (UN) Sustainable Development Goals (SDGs).
