Available in PDF, EPUB and Kindle. Book excerpt: This book examines the potential role of European Union law in combating poverty and social exclusion in the European Union. Anti-poverty strategies have been part of the European Union agenda for decades. Most saliently, over a decade ago, the EU’s Member States pledged to lift 20 million people out of poverty. In spite of this commitment, the EU did not even meet a quarter of this target, and over 113 million people still were at risk of poverty and social exclusion by the end of 2020. This book addresses the incongruence between a quite developed EU policy strategy and a well-embedded legal objective on the one hand, and the lack of direct legal action on the other. Analysing the role of social policy instruments, fundamental rights, and the constitutional framework of the European Union, it makes a detailed case for a contribution of EU law to the policy objective of combating poverty and social exclusion. Drawing on work in law, politics, social policy and economics, this book will interest scholars and policymakers in the areas of EU law, labour and social security, human rights, political science and social and public policy.

Available in PDF, EPUB and Kindle. Book excerpt: In the field of anti-poverty policies, the interplay between the Europe 2020 overarching strategy and the 'Semester' have marked major discontinuity vis-à-vis the Open Method of Coordination for social protection and social inclusion (Social OMC) of the Lisbon phase. This book therefore asks whether and how Europe matters in the fight against poverty and social exclusion by assessing the emergence and possible institutionalisation of a European multi-level, multi-stakeholder and integrated policy arena in the new institutional framework. Supranational developments, multi-level interactions, as well as the strategy effects at the national level are analysed in six European countries - Belgium, Germany, Italy, Poland, UK and Sweden - with the aim to identify the key factors affecting the implementation of the Europe 2020 anti-poverty strategy. This book will be of key interest to students, scholars and practitioners in social policy, political science and European governance, and more broadly to European Union politics, European integrations studies, sociology and economics.

Available in PDF, EPUB and Kindle. Book excerpt: We are at a point in history where economic inequalities are more widespread each day. The situation of extreme poverty experienced by the majority of the populations in developing countries ("Third World" countries) often coincides with an absence of democracy and the violation of the most fundamental rights. But in so-called "First World" countries a non-negligible proportion of inhabitants also live in impoverished conditions (albeit mainly "relative" poverty) and are denied their rights. The European situation, which this publication aims to analyse, is painful: the entire continent is afflicted by increasing poverty and consequently by the erosion of living conditions and social conflicts. The economic and financial crisis has resulted in the loss of millions of jobs, and created job insecurity for many still working. Economic insecurity raises social tensions, aggravating xenophobia, for instance. Yet the economic and financial crisis could present a good opportunity to rethink the economic and social system as a whole. Indeed, poverty in modern societies has never been purely a question of lack of wealth. It is therefore urgent today to devise a new discourse on poverty. In pursuit of this goal, the Council of Europe is following up this publication in the framework of the project "Human rights of people experiencing poverty", co-financed by the European Commission.

Available in PDF, EPUB and Kindle. Book excerpt: The Council of Europe is convinced of the need to improve access to social rights as a key means of combating poverty and social exclusion and in promoting social cohesion. The report on access to social rights in Europe is mainly based on the results of the activities related to access to employment, social protection and housing, as well as relevant work carried out within the Council of Europe in the fields of health and education. This report analyses the obstacles impeding access to different social rights within and across a range of fields. It also gives examples of how obstacles are being overcome, examines integrated measures implemented in the member states of the Council of Europe and identifies the principles on which measures to improve access to social rights should be based. Finally, the report develops cross-sectoral policy guidelines aimed at facilitating access to social rights.

Available in PDF, EPUB and Kindle. Book excerpt: Social cohesion is one of the declared objectives of the European Union and, with some 16% of EU citizens at risk of poverty, the need to fight poverty and social exclusion continues as a major challenge. This book provides an in-depth analysis of the EU Social Inclusion Process, the means by which it hopes to meet this objective, and explores the challenges ahead at local, regional, national and EU levels. It sets out concrete proposals for taking the Process forward. The book provides a unique analysis of policy formulation and assessment. Setting out the evolution and current state of EU cooperation in social policy, it examines what can be learned about poverty and social exclusion from the EU commonly agreed indicators. Taking the position of outside, but informed, observers, the authors explore the further development of the common indicators, including the implications of Enlargement, and consider the challenges of advancing the Social Inclusion Process - strengthening policy analysis, embedding the Process in domestic policies and making it more effective. Proposing the setting of targets and restructuring of National Action Plans and their implementation, they emphasise the need for widespread ownership of the Process at domestic and EU level and for it to demonstrate significant progress in reducing poverty and social exclusion. The book will be invaluable to academics, students and policy-makers at sub-national, national and EU levels as well as to social partners, and NGOs working towards a more inclusive society.

Available in PDF, EPUB and Kindle. Book excerpt: Poverty has become a challenge for European societies. Employment is often considered to be a key route out of poverty, whereas unemployment is seen as a major cause of poverty and social exclusion. Employment does not prevent poverty among the working population, however, and low-income employment has become an important policy issue in Europe. Empowerment of those experiencing extreme poverty in their daily life is one strategy to combat this phenomenon. Empowerment provides individuals living in poverty with the tools which enhance their ability to deal with the situation. This publication is designed to assist policy makers and service providers at national and local levels to develop effective strategies to improve the situation of low-income workers and to empower people experiencing extreme poverty in Europe. it is an important contribution To The implementation of the Council of Europe's Revised Social Cohesion Strategy, As well as To The European Year for Combating Poverty and Social Exclusion, launched by the European Union in 2010.
