Book excerpt: Thesis (M.A.) from the year 2009 in the subject Orientalism / Sinology - Chinese / China, grade: 2,0, University of Heidelberg (Institut für Sinologie), language: English, abstract: This work tries to answer these questions by analyzing China's changing policy on the principle of national sovereignty and international military intervention, especially since the end of the Cold War era. The result is of course a much more complex picture than the one painted by the Western media: Beijing's interpretation of national sovereignty is by no means static, despite all its conservative rhetoric. In addition, China has increasingly acquiesced to some forms of international military intervention, while continuing to oppose it in certain cases. Although there are some visible red lines, there seems to be no ideologically-driven Chinese strategy on international intervention. Beijing rather seems to follow a pragmatic approach of muddling through (mosuo, 摸索), testing a number of different approaches in order to find the best possible way to promote its interests. This thesis is structured as follows: Chapter 2 provides an analysis of the general development of Chinese foreign policy since the end of the Cold War era. This chapter focuses especially on the issues and motivations that have dominated Chinese foreign policy in the past twenty years. It starts with a brief analysis of the Chinese foreign policy decision-making process and of the Chinese foreign policy think tank landscape. Chapter 3 looks into China's changing position on the principle of national sovereignty. The chapter also discusses the historical development of the principle of national sovereignty, and the factors constraining and conducing change in the Chinese position towards it. Chapter 4 examines Beijing's changing approach to international intervention. To illustrate this approach, two concepts of international military intervention will be examined: UN Peacekeeping Operations and a new concept, the R

Book excerpt: For more than a century, no US adversary or coalition of adversaries - not Nazi Germany, Imperial Japan, or the Soviet Union - has ever reached sixty percent of US GDP. China is the sole exception, and it is fast emerging into a global superpower that could rival, if not eclipse, the United States. What does China want, does it have a grand strategy to achieve it, and what should the United States do about it? In The Long Game, Rush Doshi draws from a rich base of Chinese primary sources, including decades worth of party documents, leaked materials, memoirs by party leaders, and a careful analysis of China's conduct to provide a history of China's grand strategy since the end of the Cold War. Taking readers behind the Party's closed doors, he uncovers Beijing's long, methodical game to displace America from its hegemonic position in both the East Asia regional and global orders through three sequential "strategies of displacement." Beginning in the 1980s, China focused for two decades on "hiding capabilities and biding time." After the 2008 Global Financial Crisis, it became more assertive regionally, following a policy of "actively accomplishing something." Finally, in the aftermath populist elections of 2016, China shifted to an even more aggressive strategy for undermining US hegemony, adopting the phrase "great changes unseen in century." After charting how China's long game has evolved, Doshi offers a comprehensive yet asymmetric plan for an effective US response. Ironically, his proposed approach takes a page from Beijing's own strategic playbook to undermine China's ambitions and strengthen American order without competing dollar-for-dollar, ship-for-ship, or loan-for-loan.

Available in PDF, EPUB and Kindle. Book excerpt: " Assessing China's rapidly changing role on the international stage China is again undergoing a period of significant transition. Internally, China's leaders are addressing challenges to the economy and other domestic issues after three decades of dramatic growth and reforms. President Xi Jinping and other leaders also are refashioning foreign policy to better fit what they see as China's place in the world. This has included a more proactive approach to trade and related international economic affairs, a more vigorous approach to security matters, and a more focused engagement on international cultural and educational affairs. In this volume, China specialists from around the world explore key issues raised by a changing China’s interaction with a changing world. They chronicle China’s emergence as a more capable actor whose engagement is reshaping international affairs in many dimensions. These include: global currency and trading systems; patterns of cooperation and competition in technological innovation; economic and political trends in the developing world; the American-led security order in the Asia-Pacific region; the practice of international military and humanitarian intervention; the use of naval power; the role of international law in persistent territorial and maritime disputes in the East and South China Seas; the international human rights regime; the circulation of Chinese talent trained abroad; a more globalized film industry; and programs to reshape global cultural awareness about China through educational initiatives. Across these diverse areas, China’s capacity—and desire—to influence events and outcomes have risen markedly. The results so far are mixed, and the future trajectory remains uncertain. But across the wide range of issues addressed in this book, China has become a major and likely an enduring participant. "

Systematically connecting the neoclassical realist theoretical logic with an empirical analysis of China’s intervention in African civil wars, the volume highlights a methodical interlink between theoretical and empirical analysis that takes into consideration the changing status of rising powers in the global system and its effect on their intervention behaviour. Based on field research and expert interviews, it provides a rigorous analysis of China’s emergent intervention behaviour in some key African conflicts in Libya, South Sudan and Mali and broadens the study of external interventions in civil wars to include the intervention behaviour of non-Western rising powers.

Book excerpt: This book investigates China’s foreign policy concerning the principle of non-intervention in domestic affairs of other states in the post-Cold War period. The principle of non-intervention has traditionally been central to Chinese foreign policy, but as China's economy has boomed, international attention to her foreign policy has been increasingly hostile. Accordingly, an exploration of China’s non-intervention policy is worthwhile to understand China’s foreign policy and its international behavior. This book will be of interest to China watchers, scholars of geopolitics, and Asian historians.

Available in PDF, EPUB and Kindle. Book excerpt: The global implications of China's rise as a global actor In 2005, a senior official in the George W. Bush administration expressed the hope that China would emerge as a “responsible stakeholder” on the world stage. A dozen years later, the Trump administration dramatically shifted course, instead calling China a “strategic competitor” whose actions routinely threaten U.S. interests. Both assessments reflected an underlying truth: China is no longer just a “rising” power. It has emerged as a truly global actor, both economically and militarily. Every day its actions affect nearly every region and every major issue, from climate change to trade, from conflict in troubled lands to competition over rules that will govern the uses of emerging technologies. To better address the implications of China's new status, both for American policy and for the broader international order, Brookings scholars conducted research over the past two years, culminating in a project: Global China: Assessing China's Growing Role in the World. The project is intended to furnish policy makers and the public with hard facts and deep insights for understanding China's regional and global ambitions. The initiative draws not only on Brookings's deep bench of China and East Asia experts, but also on the tremendous breadth of the institution's security, strategy, regional studies, technological, and economic development experts. Areas of focus include the evolution of China's domestic institutions; great power relations; the emergence of critical technologies; Asian security; China's influence in key regions beyond Asia; and China's impact on global governance and norms. Global China: Assessing China's Growing Role in the World provides the most current, broad-scope, and fact-based assessment of the implications of China's rise for the United States and the rest of the world.

Book excerpt: As economic power diffuses across more countries and China becomes more dependent on the world economy, Chinese leaders are being forced to abandon their largely passive approach to global governance. This report analyzes China’s interests and behavior to evaluate both the recent history of its interactions with the postwar international order and possible future trajectories. It also draws implications from that analysis for future U.S. policy.
