Book excerpt: The mission of the Census Bureau is to provide basic statistics about the people and economy of our Nation to the Congress, the Executive Branch, state and local governments, and the general public. To accomplish this mission, geographic support must be provided to assign each housing unit and business establishment to the correct geographic location, and then to classify that location according to the tabulation areas represented in the census or survey. The success of the census rests not only on how well the data are collected, but also on how well those data are linked to geographic areas. Problems with the geographic materials produced for the 1980 Decennial Census caused confusion on the part of the Bureau's field staff, the people processing the collected data, and the users of the resulting information. To avoid similar problems in 1990, the Geography Division of the Census Bureau has developed a bold new approach to provide the required support materials. This new data base is called the Topologically Integrated Geographic Encoding and Referencing File, or TIGER File. It is being developed under a cooperative agreement with the U.S. Geological Survey. It promises efficient production of high quality maps and related census geographic products, while at the same time eliminating the source of many errors in previous censuses. We expect this fundamental change to benefit users of the urban transportation planning package because it will make preparatory work easier and the results more accurate than ever before.
