The celebrated Hooker was an eminent Anglican divine, "perhaps the most profound and accurate amongst them" (Milner, 1. c. p. 208). Where the Church must needs have some ordained, and neither hath nor can have possibly a bishop to ordain, in case of such necessity the ordinary institution of God hath given oftentimes, and may give place.
