Book excerpt: Marine environments support the livelihoods, economies, and quality of life for communities around the world. But growth of coastal populations and increasing demands on marine resources are putting the future of ocean and coastal resources at risk through impacts such as overfishing, wetland drainage, climate change, and pollution of coastal waters. Given these demands, it is vital to build capacity-the people, the institutions, and technology and tools-needed to manage ocean resources. Unfortunately, many capacity building efforts focus on specific projects rather than on capacity building as goal unto itself, resulting in activities that are not funded or sustained past the typically short project lifetime. This book finds that the most successful capacity-building efforts meet the needs of a specific locale or region based on periodic assessments and include plans to maintain and expand capacity after the project ends. The report recommends ways that governments and organizations can help strengthen marine protection and management capacity, including conducting periodic program assessments, making plans to sustain funding, and developing leadership and political will. The book was produced at the request of Gordon and Betty Moore Foundation, the President's Circle of the National Academies, the David and Lucile Packard Foundation, the National Oceanic and Atmospheric Administration, the National Science Foundation, the Marisla Foundation, and the Curtis and Edith Munson Foundation.

Book excerpt: "The aim of this book is to give special attention to the needs related to capacity development for water resources management, including water supply and sanitation, in the context of the green economy. This is done by showcasing theoretical and practical approaches which have proved to be successful. Most of the contributions come from members and partners within the interagency mechanism known as UN-Water. As such, the book is in line with the mandates of UN-Water and the UN-Water Decade Programme on Capacity Development, which are to strengthen coordination and coherence among UN entities within UN-Water as they deal with issues related to all aspects of freshwater and sanitation. Along these lines, UNW-DPC aims to support not only capacity development related to water, but also education, training and institutional development. The 11 case studies in this book cover the entire range from innovative design and delivery of CD programmes related to water in the green economy, market mechanisms, and quality control procedures supporting CD success towards the practical implementation of programmes to enhance individual and institutional capacity." --P. iii

Available in PDF, EPUB and Kindle. Book excerpt: Capacity building of institutions and of individuals is a key mechanism to improve public governance. In the water sector, which encompasses water management and water services such as water supply, sanitation and irrigated agriculture, capacity building is seen as the solution to the main weaknesses in the sector: weak institutional frameworks, poorly targeted organizations with inappropriate skills mixes, and, in general, no orientation to sustainable 'demand driven' management. This volume contains the papers and the outcome of workshops of the second UNDP Water Sector Capacity Building Symposium (Delft, The Netherlands, 1996). Whereas the First Symposium focused on the nature and broad strategic outlines of the capacity building concept, this book reviews the first field experiences and discusses the tools and approaches. The contributions make a specific attempt to discuss capacity building as a means to support and guide sector and policy reform.

Book excerpt: If water resources are to be distributed efficiently, equitably and cost-effectively in this rapidly changing world, then it is clear that current water management practices are no longer feasible. Innovative approaches are required to meet the increasing water demands of a growing world population and economy and the needs of the ecosystems supporting them. New approaches have to be employed at global, national and local levels. In Rethinking Water Management, a new generation of water experts from around the world examine the critical challenges confronting the water profession, including rainwater and groundwater management, recycling and reuse, water rights, transboundary access to water and financing of water. They offer important new perspectives on the use, management and conservation of fresh water, in terms of both quantity and quality, for the domestic, agricultural and industrial sectors, and show how a new set of paradigms can be applied to successfully manage water for the future. Caroline Figueres is Head of the Urban Infrastructure Department at UNESCO-IHE Water Education Institute in The Netherlands.Cecilia Tortajada is Vice President of the Third World Centre for Water Management in Mexico and Vice President-elect of the International Water Resources Association. Johan Rockstr'm is Water Resources Expert at UNESCO-IHE.
