Available in PDF, EPUB and Kindle. Book excerpt: After the most serious economic crash since the 1930s and the slowest recovery on record, austerity rules. Spending on the welfare state did not cause the crisis, but deep cuts in welfare budgets has become the default policy response. The welfare state is seen as a burden on wealth creation which can no longer be afforded in an ever more competitive global economy. There are calls for it to be dismantled altogether. In this incisive book, leading political economist Andrew Gamble explains why western societies still need generous inclusive welfare states for all their citizens, and are rich enough to provide them. Welfare states can survive, he argues, but only if there is the political will to reform them and to fund them.

Available in PDF, EPUB and Kindle. Book excerpt: An analysis of the welfare state from a political economy perspective that examines the effects of aging populations, migration, and globalization on industrialized economies. In The Decline of the Welfare State, Assaf Razin and Efraim Sadka use a political economy framework to analyze the effects of aging populations, migration, and globalization on the deteriorating system of financing welfare state benefits as we know them. Their timely analysis, supported by a unified theoretical framework and empirical findings, demonstrates how the combined forces of demographic change and globalization will make it impossible for the welfare state to maintain itself on its present scale. In much of the developed world, the proportion of the population aged 60 and over is expected to rise dramatically over the coming years—from 35 percent in 2000 to a projected 66 percent in 2050 in the European Union and from 27 percent to 47 percent in the United States—which may necessitate higher tax burdens and greater public debt to maintain national pension systems at current levels. Low-skill migration produces additional strains on welfare-state financing because such migrants typically receive benefits that exceed what they pay in taxes. Higher capital taxation, which could potentially be used to finance welfare benefits, is made unlikely by international tax competition brought about by globalization of the capital market. Applying a political economy model and drawing on empirical data from the EU and the United States, the authors draw an unconventional and provocative conclusion from these developments. They argue that the political pressure from both aging and migrant populations indirectly generates political processes that favor trimming rather than expanding the welfare state. The combined pressures of aging, migration, and globalization will shift the balance of political power and generate public support from the majority of the voting population for cutting back traditional welfare state benefits.

Available in PDF, EPUB and Kindle. Book excerpt: The Possibility of Politics explores the power of political reform, specifically reform of the modern welfare state. Can reform be effective if limited to cautious and piecemeal interventions that avoid radicalism and revolution? Can it also avoid unwanted consequences? Will the welfare state survive in the future?Stein Ringen views the welfare state as a large-scale experiment in political reform. To ask if the welfare state works is to ask if political reform is possible at all. By its nature, the welfare state is reform on a grand scale, for it attempts to change the circumstances individuals and families live under without changing and disrupting society itself. But is it realistic to believe a population can get together, set goals and then try to meet these goals through collective actions, specifically public policies, without causing unintended consequences and destroying the state in the process? The welfare state attempts, idealistically, to redistribute welfare without reshaping the economic processes that cause inequities in the first place. Ringen considers how well redistribution has met the test in terms of political legitimacy, its intended effects on poverty and inequality, as well as its undesired and unintended effects on economic efficiency and the quality of private life. Ultimately, does the welfare state work? Further, is the welfare state a good thing? In considering these questions, The Possibility of Politics should be of particular value to academics and advanced students interested in political theory, public economics, social administration, and political sociology.Stein Ringen is professor of sociology and social policy at Oxford University and a Fellow of Green College. He teaches social and political theory and research methodology for graduates in social policy, sociology, politics, economic and social history and other subjects.

Available in PDF, EPUB and Kindle. Book excerpt: This book poses a major revisionist challenge to 20th century British labour history, aiming to look beyond the Marxist and Fabian exclusion of working class experience, notably religion and self-help, in order to exaggerate ‘labour movement’ class cohesion. Instead of a ‘forward march’ to secular state-socialism, the research presented here is devoted to a rich diversity of social movements and ideas. In this collection of essays, the editors establish the liberal-pluralist tradition, with the following chapters covering three distinct sections. Part One, ‘Other Forms of Association’ covers subjects such as trade unions, the Co-operative Party, women’s community activism and Protestant Nonconformity. Part Two, ‘Other Leaders’, covers employer Edward Cadbury; Trades Union Congress leader Walter Citrine; and the electricians’ leader, Frank Chapple. Part Three, ‘Other Intellectuals’, considers G.D.H. Cole, Michael Young and left libertarianism by Stuart White. Readers interested in the British Labour movement will find this an invaluable resource.
