Book excerpt: This thesis analyzes the political role of the German General Staff as well as civil military relations in Germany from the late 19th century until 1933. Specifically, it examines the rise and fall of Kurt von Schleicher. Together with Generals Paul von Hindenburg, Erich Ludendorff, and Wilhelm Groener, Schleicher shaped the politics of the Weimar Republic, right up to the end that he—unintentionally—hastened when his intrigues paved the way for Adolf Hitler’s dictatorship. During World War I, the German army completed its control over the civilian administration and bureaucracy. In the Republic of Weimar 1919–1933, the military remained a powerful governmental player—as the self-anointed protector of the nation against external and internal threats, including democracy. Thus, Germany’s political situation in the winter of 1932–1933 and the activities of the key players stemmed from a long-term anti-democratic socialization process amid an entrenched civil-military imbalance. As the present thesis demonstrates, Schleicher’s life—from his military background to his experience as a member of Prussia’s noble Junker class—coincided with Germany’s tumultuous modernization. The fateful lessons that he drew from this experience ultimately spelled the end of Germany’s first democracy and ushered in the calamity of the Third Reich.

Book excerpt: This monograph assesses the adequacy of current United States joint campaign planning doctrine within the context of conventional operations between similar forces within a theater of war. The study focuses on five key doctrinal planning concepts -- center of gravity, decisive points, operational reach, balance, and branches and sequels. A case study of Japanese campaign planning efforts at the beginning of 1942 and the retroactive application of selected joint doctrine planning concepts to these efforts is the method and medium of inquiry. Japanese operational planning in 1942 contained a number of complex and difficult challenges. These challenges present a rigorous test for current doctrine. Historically, this process resulted in the disastrous attempt to invade Midway Island. Joint doctrine is assessed as adequate if its application to 1942 Japanese planning would have resulted in the development of a campaign plan potentially more successful than the historical Midway operation. This paper concludes that the rigorous application of current joint doctrine by the Japanese to the planning for the 1942 campaign would have resulted in the production of a more thorough, resilient, and potentially more successful plan. Joint campaign planning doctrine, a way to think about warfare, would have overcome the challenges involved in planning this campaign.

Current joint operational doctrine fails to address the main effort concept. This study examines service tactical doctrine, service operational doctrine, theory, and contemporary writers to articulate an operational main effort concept. The main effort concept and ends, ways and means variables are then used to analyze four campaigns: Germany's successful 1940 campaign to conquer France; Germany's unsuccessful 1942 campaign on the Russian Southern Front; Japan's unsuccessful 1942 naval campaign against Midway and Germany's unsuccessful 1940 air campaign against Great Britain. The element of proof in judging the need for the main effort concept in campaign planning was based on the concept's role in the success or failure in the above campaigns. This study concludes that a need for a main effort concept is supported by military theorists and current U.S. Army and Marine Corps operational doctrine. The main effort concept proved instrumental to the German's successful invasion of France in 1940. Improper application of the main effort concept by campaign planners contributed to the unsuccessful results of the remaining three campaigns. The main effort concept proved applicable to air and sea campaigns as well as land campaigns.

Book excerpt: On November 20, 1943, the U.S. military invaded the Tarawa Atoll of the Gilbert Islands as part of the first American offensive in the Central Pacific region during World War II. This invasion marked more than one first, as it was also the introductory test of a doctrine developed during the interwar years to address problems inherent in situations in which amphibious assaults required support by naval gunfire rather than land-based artillery. In this detailed study, Donald K. Mitchener documents and analyzes the prewar development of this doctrine as well as its application and evolution between the years 1943–1945. The historical consensus is that the test at Tawara was successful and increased the efficiency with which U.S. forces were able to apply the doctrine in the Pacific theater for the remainder of the Second World War. Mitchener challenges this view, arguing that the reality was much more complex. He reveals that strategic concerns often took precedence over the lessons learned in the initial engagement, and that naval planners' failure to stay up to date with the latest doctrinal developments and applications sometimes led them to ignore these lessons altogether. U.S. Naval Gunfire Support in the Pacific War presents an important analysis that highlights the human cost of misinterpreting strategic and tactical realities.
