Bismarck's empire of 1871 did not, however, strike like a bolt from the blue. The question of German unity had been brewing for decades. Britain and the Germany Question reconstructs the way Victorians pictured the pre-history of the Reich from the July Revolution of 1830 until the eve of the 'Wars of German Unification'. It scrutinises how Britain's foreign political establishment - the diplomats, journalists and politicians who informed, determined and executed British foreign policy - analysed and responded to the Germans' search for a reformed, united and powerful nation state. It lays bare British interests, preconceptions and preoccupations and explains what kind of united Germany Britain would have welcomed. The book thus illuminates three themes crucial to our understanding of nineteenth-century Europe: the international repercussions of German nationalism; Britain's attitude to continental politics; and the interlocking of liberalism, nationalism revolution and reform.

Book excerpt: It was in the early summer of 1906 that Violet Bonham Carter first met Winston Churchill: an encounter which left an "indelible im pression" upon her. "I found myself," she recalled, sitting next to this young man who seemed to me quite different from any other young man I had ever met. For a long time he remained sunk in abstraction. Then he appeared to become aware of my existence. He tumed on me a lowering gaze and asked me abruptly how old I was. I replied that I was nineteen. HAnd I," he said almost despairingly, "am thirty-two already. Younger than anyone else who counts, though," he added, as if to comfort himself. Then savagely: "Curse ruthless time! Curse our own mortality! How cruelly short is the allotted span for all we must cram into it!" And he burst forth into an eloquent diatribe on the shortness of human life, the immensity of possible human accomplishment - a theme so well exploited by the poets, prophets and philosophers of all ages that it might seem difficult to invest it with a new life and startling significance. Yet for me he did so, in a torrent of magnificent language which appeared to be both effortless and inexhaustible and ended up with the words I shall always 1 remember: "We are all worms. But I do believe that I am a glow worm.

Book excerpt: This well-researched book details the ambiguity in British policy towards Europe in the Cold War as it sought to pursue détente with the Soviet Union whilst upholding its commitments to its NATO allies. From the early 1950s, Britain pursued a dual policy of strengthening the West whilst seeking détente with the Soviet Union. British statesmen realized that only through compromise with Moscow over the German question could the elusive East-West be achieved. Against this, the West German hard line towards the East (endorsed by the United States) was seen by the British as perpetuating tension between the two blocs. This cast British policy onto an insoluble dilemma, as it was caught between its alliance obligations to the West German state and its search for compromise with the Soviet bloc. Charting Britain's attempts to reconcile this contradiction, this book argues that Britain successfully adapted to the new realities and made hitherto unknown contributions towards détente in the early 1960s, whilst drawing towards Western Europe and applying for membership of the EEC in 1961. Drawing on unpublished US and UK archives, Britain, Germany and the Cold War casts new light on the Cold War, the history of détente and the evolution of European integration. This book will appeal to students of Cold War history, British foreign policy, German politics, and international history.
