Book excerpt: During the last 15 years Putin’s policies have produced a number of controversial effects both at the international and domestic levels, some diplomatic results, and unresolved regional conflicts. In foreign policy he accordingly launched the idea of a Greater Europe. To this aim and with the view to highlighting the goodwill of the Russian government to enhance cooperation with the European Union as a pro-active and equal partner. Sooner than expected, political divergences and vital interests emerged. As a result, the Greater Europe project was progressively frozen, if not plainly abandoned. However, the EU-Russia joint attempts to solve the Ukrainian crises, which were undertaken during the “Normandy Four” meetings (Germany, France, Russia, Ukraine), resulted in signing the weak – but still important – Minsk agreements. This helps to prove that there is still room for cooperation between the two sides. These agreements may hopefully set the stage for a more comprehensive deal aiming to close the gap between the EU’s and Russia’s competing visions.

The volume editors’ primary goal is to illuminate the nature of the deteriorating security relationship between Europe and Russia, and the key implications for its future. While the book is timely, the editors and contributors also draw out long-term lessons from this era of diplomatic degeneration to show how increasing cooperation between two regions can devolve into rapidly escalating conflict. While it is possible that the relationship between Russia and Europe can ultimately be restored, it is also necessary to understand why it was undermined in the first place. The fact that these transformations occur under the backdrop of an uncertain transatlantic relationship makes this investigation all the more pressing. Book excerpt: In this new Brookings Marshall Paper, Michael O'Hanlon argues that now is the time for Western nations to negotiate a new security architecture for neutral countries in eastern Europe to stabilize the region and reduce the risks of war with Russia. He believes NATO expansion has gone far enough. The core concept of this new security architecture would be one of permanent neutrality. The countries in question collectively make a broken-up arc, from Europe's far north to its south: Finland and Sweden; Ukraine, Moldova, and Belarus; Georgia, Armenia, and Azerbaijan; and finally Cyprus plus Serbia, as well as possibly several other Balkan states. Discussion on the new framework should begin within NATO, followed by deliberation with the neutral countries themselves, and then formal negotiations with Russia. The new security architecture would require that Russia, like NATO, commit to help uphold the security of Ukraine, Georgia, Moldova, and other states in the region. Russia would have to withdraw its troops from those countries in a verifiable manner; after that, corresponding sanctions on Russia would be lifted. The neutral countries would retain their rights to participate in multilateral security operations on a scale comparable to what has been the case in the past, including even those operations that might be led by NATO. They could think of and describe themselves as Western states (or anything else, for that matter). If the European Union and they so wished in the future, they could join the EU. They would have complete sovereignty and self-determination in every sense of the word. But NATO would decide not to invite them into the alliance as members. Ideally, these nations would endorse and promote this concept themselves as a more practical way to ensure their security than the current situation or any other plausible alternative.

Book excerpt: Examining Russia–EU relations in terms of the forms and types of power tools they use, this book argues that the deteriorating relations between Russia and the EU lie in the deep differences in their preferences for the international status quo. These different approaches, combined with economic interdependence and geographic proximity, means both parties experience significant difficulties in shaping strategy and formulating agendas with regards to each other. The Russian leadership is well aware of the EU’s "authority orientation" but fails to reliably predict foreign policy at the EU level, whilst the EU realizes Russia’s "coercive orientation" in general, but cannot predict when and where coercive tools will be used next. Russia is gradually realizing the importance of authority, while the EU sees the necessity of coercion tools for coping with certain challenges. The learning process is ongoing but the basic distinction remains unchanged and so their approaches cannot be reconciled as long as both actors exist in their current form. Using a theoretical framework and case studies including Belarus, Georgia and Ukraine, Busygina examines the possibilities and constraints that arise when the "power of authority" and the "power of coercion" interact with each other, and how this interaction affects third parties.

Book excerpt: While we know a great deal about the benefits of regional integration, there is a knowledge gap when it comes to areas with weak, dysfunctional, or nonexistent regional fabric in political and economic life. Further, deliberate “un-regioning,” applied by actors external as well as internal to a region, has also gone unnoticed despite its increasingly sophisticated modern application by Russia in its peripheries. This volume helps us understand what Anna Ohanyan calls “fractured regions” and their consequences for contemporary global security. Ohanyan introduces a theory of regional fracture to explain how and why regions come apart, consolidate dysfunctional ties within the region, and foster weak states. Russia Abroad specifically examines how Russia employs regional fracture as a strategy to keep states on its periphery in Eurasia and the Middle East weak and in Russia's orbit. It argues that the level of regional maturity in Russia’s vast vicinities is an important determinant of Russian foreign policy in the emergent multipolar world order. Many of these fractured regions become global security threats because weak states are more likely to be hubs of transnational crime, havens for militants, or sites of protracted conflict. The regional fracture theory is offered as a fresh perspective about the post-American world and a way to broaden international relations scholarship on comparative regionalism.
