Book excerpt: There is a secret inside healthcare, and it’s this: We can do healthcare for a lot less money. The only way to do that is to do it a lot better. We know it’s possible because it is happening now. In pockets and branches across healthcare, people are receiving better healthcare for a lot less. Some employers, states, tribes, and health systems are doing healthcare a little differently. Healthcare Beyond Reform: Doing It Right for Half the Cost explains how this new kind of healthcare is not about rationing and cutbacks. It’s not about getting less, it’s about getting more. Getting better and friendlier healthcare, where you need it, when you need it. How? The answer is mostly not in Washington, it’s not conservative or liberal. The answer is mostly not about who pays for healthcare. The answer is mostly about who gets paid, and what we pay them for. Healthcare Beyond Reform: Doing It Right For Half The Cost shows you how the system works. It explains how we got here, why we pay so much more than anyone else, and why we don’t get what we pay for. You’ll learn the five things healthcare can do to turn this around. You will see what some employers are already doing to make that happen, and what patients, families, doctors, and anyone else who cares about healthcare can do to help make it happen. There are only five and we need all five. All of them can be done right now, with the current healthcare system as it is. Joe Flower shows you how. In 1980, healthcare took no more of a bite out of the U.S. economy than it did in other developed countries. By 2000, healthcare cost twice as much in the U.S. as in most other developed countries. We can change that. —Joe Flower Joe Flower explains how we can make healthcare better for a lot less. http://www.youtube.com/watch?v=nKvvf5SIS4Y&feature=youtu.be

Available in PDF, EPUB and Kindle. Book excerpt: Safeguarding Our Privacy and Our Values in an Age of Mass Surveillance America’s mass surveillance programs, once secret, can no longer be ignored. While Edward Snowden began the process in 2013 with his leaks of top secret documents, the Obama administration’s own reforms have also helped bring the National Security Agency and its programs of signals intelligence collection out of the shadows. The real question is: What should we do about mass surveillance? Timothy Edgar, a long-time civil liberties activist who worked inside the intelligence community for six years during the Bush and Obama administrations, believes that the NSA’s programs are profound threat to the privacy of everyone in the world. At the same time, he argues that mass surveillance programs can be made consistent with democratic values, if we make the hard choices needed to bring transparency, accountability, privacy, and human rights protections into complex programs of intelligence collection. Although the NSA and other agencies already comply with rules intended to prevent them from spying on Americans, Edgar argues that the rules—most of which date from the 1970s—are inadequate for this century. Reforms adopted during the Obama administration are a good first step but, in his view, do not go nearly far enough. Edgar argues that our communications today—and the national security threats we face—are both global and digital. In the twenty first century, the only way to protect our privacy as Americans is to do a better job of protecting everyone’s privacy. Beyond Surveillance: Privacy, Mass Surveillance, and the Struggle to Reform the NSA explains both why and how we can do this, without sacrificing the vital intelligence capabilities we need to keep ourselves and our allies safe. If we do, we set a positive example for other nations that must confront challenges like terrorism while preserving human rights. The United States already leads the world in mass surveillance. It can lead the world in mass surveillance reform.

As the story demonstrates, he is one of those rare individuals who moved from passion and conviction to effective action - he was responsible for the establishment of one of the world's most reliable and mature human rights organizations, in the field of penal reform, Penal Reform International (PRI). His untimely death in Morocco in 2004 deprived the cause of a passionate advocate, but the work goes on.

Available in PDF, EPUB and Kindle. Book excerpt: As a special administrative region of China, Hong Kong has its own legal system rooted in the common law. Reforms to this system take into account Hong Kong’s unique conditions as an international city and draw widely on practices around the world. Since 1980, recommendations from a Law Reform Commission, chaired by the Secretary for Justice, have resulted in comprehensive revisions in key areas of law, ranging from commercial arbitration and interception of communications to divorce and copyright. Recently, however, the government has been slow to act on the Commission’s recommendations. Questions have also arisen about whether the Commission — under-resourced, part-time and government-led — can really meet the needs of an increasingly sophisticated society. Is law reform itself also in need of reform? This collection of essays by distinguished experts from around the world seeks answers to the question. The book explores the varied experience of law reform in Hong Kong and other common law jurisdictions and makes recommendations for strengthening the process of law reform both in Hong Kong and elsewhere. Michael Tilbury is Kerry Holdings Professor in Private Law in the Faculty of Law, the University of Hong Kong. Simon N. M. Young is a professor in the Faculty of Law, the University of Hong Kong and was formerly Director of the Centre for Comparative and Public Law. Ludwig Ng is a partner in ONC Lawyers, Hong Kong. "This important book should be a wake-up call to lawmakers in Hong Kong and beyond on the urgent need for effective law reform. It is especially important for Hong Kong whose competitive advantage is being harmed by institutional paralysis and official lethargy. The editors’ modest recommendations deserve urgent action by Hong Kong’s governors to bring up to date its archaic and outmoded legislation." —Lord Lester of Herne Hill, QC "Law reform is essential, especially in these fast-changing times. The law reform agency plays an important role in this process. This work examines the experience of the agency in Hong Kong and elsewhere and discusses how its effectiveness can be enhanced. This valuable contribution deserves to be read." —The Hon. Andrew Li, Chief Justice of Hong Kong, 1997–2010 "This is probably the first collection in Hong Kong of writings on law reform, examining clinically how law reform is, and can be processed with reference to other law reform institutions, in the pursuit of effectively meeting the often shifting needs of society and economy. Important chapters on reform of different areas of law are also included in this book. The editors and contributors are to be congratulated for masterminding such an admirable source of information and inspirational ideas." —Stephen Kai-yin Wong, Barrister, Secretary of the Law Reform Commission of Hong Kong "In this collection of essays the learned editors—Tilbury, Young and Ng—have drawn together an outstanding group of authors, representing many years of experience in law reform across the common law world. From the UK, Canada, Australia and Hong Kong, the insights of the authors are both reflective and forward-looking, providing a rich resource towards 'reforming law reform'." —Professor Rosalind Croucher, President, Australian Law Reform Commission

Available in PDF, EPUB and Kindle. Book excerpt: Why was Massachusetts one of the few Northern states in which African-American males enjoyed the right to vote? Why did it pass personal liberty laws, which helped protect fugitive slaves from federal authorities in the two decades immediately preceding the Civil War? Why did the Bay State at the time integrate its public facilities and public schools as well? Beyond Garrison finds answers to these important questions in unfamiliar and surprising places. Its protagonists are not the leading lights of American abolitionism grouped around William Lloyd Garrison, but lesser men and women in country towns and villages, encouraged by African-American activists throughout the state. Laurie's fresh approach trains the spotlight on the politics of such antislavery advocates. He demonstrates their penchant for third-party politics with a view toward explaining the relationship between social movements based on race, class, and nationality, on the one hand, and political insurgency, on the other.
