Book excerpt: This report examines the debate on the future of Voice of America (VOA) and Radio Free Europe/Radio Liberty (RFE/RL). These organizations enjoyed broad support until their value and purpose were called into question by recent developments abroad and at home: the spread of communications technologies worldwide, the spread of democracy in Eastern Europe and the former Soviet Union, and the tightening of the U.S. budget. This report builds on existing literature and the results of a conference RAND sponsored in April 1993. The author supports a downsizing of RFE/RL and its eventual consolidation with VOA; housing the new, consolidated broadcasting organization as an independent organization within the U.S. Information Agency; and scaling back broadcasting in Eastern Europe, while expanding services into Asia.

Book excerpt: This report addresses the broad question: How can the United States best use the fruits of the information revolution to further its interests through public diplomacy and international broadcasting? The study outlines the foreign policy challenges facing the United States in the post-Cold War era, and then examines the possible roles that public diplomacy and international broadcasting can play within the new foreign policy agenda. Finally, the report discusses possible reform measures that the U.S. government could take to make international broadcasting a more effective policy instrument.

Available in PDF, EPUB and Kindle. Book excerpt: This thought-provoking book points out that the most significant change in international relations in the 20th century was not the defeat of communism, nor the end of the Cold War, but the huge advances in communications technologies. Hisham Nazer, a leading Saudi Arabian intellectual and petroleum industry leader, argues that the West has used its control over these capabilities to superimpose its cultural and political values on the rest of the world. CNN, films and television, and the Internet have become the means of promoting Western products—including soft drinks, detergents, and even the ideals of democracy and human rights—in relatively powerless non-Western nations. This process of creating a global culture through the propagation of Western political and philosophical constructs as world brands poses grave dangers for the entire international community. As countries become aware of their exploitation, the possibilities for frustration and violence become increasingly real. Power of a Third Kind is directed toward Western and non-Western leaders alike. For the former, it provides a new perspective from outside the mirror of our Western culture, pointing out that current practices are actually endangering the security of our hemisphere. The author calls on Western leaders to work on a dialogue with other societies as an alternative to exporting to them a monologue designed for passive absorption. And for the latter, this book will inspire them to steer out of their current course in time to protect their histories and the integrity of their cultures. Through meaningful dialogue, well-meaning nations will find a way for the most beneficial aspects of Western culture—self-rule and basic human rights—to evolve within the context of local cultures, resulting in a world both more stable and more humane.

Available in PDF, EPUB and Kindle. Book excerpt: In many ways what is identified today as “cultural globalization” in Eastern Europe has its roots in the Cold War phenomena of samizdat (“do-it-yourself” underground publishing) and tamizdat (publishing abroad). This volume offers a new understanding of how information flowed between East and West during the Cold War, as well as the much broader circulation of cultural products instigated and sustained by these practices. By expanding the definitions of samizdat and tamizdat from explicitly political print publications to include other forms and genres, this volume investigates the wider cultural sphere of alternative and semi-official texts, broadcast media, reproductions of visual art and music, and, in the post-1989 period, new media. The underground circulation of uncensored texts in the Cold War era serves as a useful foundation for comparison when looking at current examples of censorship, independent media, and the use of new media in countries like China, Iran, and the former Yugoslavia.

Book excerpt: This collection of essays by twenty-nine distinguished scholars provides readers with a complete overview of American politics and policy that can be found in any single volume. These essays reveal that American politics historically is volatile, not given easily to civility, and polarizing; at the same time, they explore important political developments in addressing real issues confronting the nation and the world.
