It has been recognized that the needs of assuring safety and health, as defined by the building codes, standards and federal regulations of the building regulatory system, frequently conflict with the needs of historic preservation projects. It was a premise of this study that one potential answer to resolving this conflict may be the development of a performance-based standard or set of regulations that would not specify design solutions to meet the needs of health and safety but would, rather, specify these needs in goal-oriented performance language), rather than prescriptive, solutions.
