Of increasing importance are those from chemical and biological warfare (CW and BW). To help review its current state of preparedness, the Chief of Naval Operations asked the National Research Council (NRC) to assess the U.S. Navy's defense capabilities against CW and BW threats. In particular to what extent are they being developed to enable naval forces to sense and analyze quickly the presence of chemical and biological agents, withstand or avoid exposure to such agents, deal with contamination under a broad spectrum of operational conditions, and over what period will these capabilities be realized. This report presents the results of that assessment. It provides an overview of the potential threats, and an evaluation of the Navy's operations, non-medical programs, and medical countermeasures designed to confront those threats. The report also presents a series of general and specific findings and recommendations based on these assessments.

Available in PDF, EPUB and Kindle. Book excerpt: Biological weapons have threatened U.S. national security since at least World War II. Historically, however, the U.S. military has neglected research, development, acquisition, and doctrine for biodefense. Following September 11 and the anthrax letters of 2001, the United States started spending billions of dollars per year on medical countermeasures and biological detection systems. But most of this funding now comes from the Department of Health and Human Services rather than the Department of Defense. Why has the U.S. military neglected biodefense and allowed civilian organizations to take the lead in defending the country against biological attacks? In American Biodefense, Frank L. Smith III addresses this puzzling and largely untold story about science, technology, and national security.Smith argues that organizational frames and stereotypes have caused both military neglect and the rise of civilian biodefense. In the armed services, influential ideas about kinetic warfare have undermined defense against biological warfare. The influence of these ideas on science and technology challenges the conventional wisdom that national security policy is driven by threats or bureaucratic interests. Given the ideas at work inside the U.S. military, Smith explains how the lessons learned from biodefense can help solve other important problems that range from radiation weapons to cyber attacks.

Available in PDF, EPUB and Kindle. Book excerpt: The Gulf War has been the only conflict in the last half-century that featured the possible use of chemical-biological weapons against U.S. forces. Vulnerability to such an attack spurred the Department of Defense to action from the first hint of trouble in August 1990 through the end of hostilities in March 1991. Nearly disbanded in 1972, the U.S. Army Chemical Corps would be the prime force in ensuring that U.S. forces could both survive and sustain combat operations under chemical-biological warfare conditions. Focussing on the work of senior Army officials, this account assesses the degree of readiness achieved by the ground war's initiation and the lessons learned since the conflict. For an appropriately trained and equipped military force, chemical weapons pose not the danger of mass destruction but the threat of mass disruption, no more deadly than smart munitions or B-52 air strikes. This book will reveal a coordinated response to train and equip U.S. forces did take place prior to the feared Iraqi chemical and biological attacks. Undocumented in any other book, it details the plans that rushed sixty Fox reconnaissance vehicles to the Gulf, the worldwide call for protective suits and masks, and the successful placement of biological agent detectors prior to the air offensive. In addition, the work addresses what really happened at Khamisiyah. Were troops exposed to chemical weapons and what is behind the mysterious Gulf War Syndrome?

Available in PDF, EPUB and Kindle. Book excerpt: Originally published in 1985, this book is the result of an exploration of the state papers of the United Kingdom undertaken with the aim of discovering information about the past use of chemical warfare. This information may serve as a point of historical reference in speculation upon the possible nature and consequences of large-scale chemical warfare recurring in Europe. Part I of the monograph concentrates primarily on material documenting the use of chemical weapons in the First and Second World Wars, the impact of this use on the civilian populations of France and Belgium, casualties incurred in the production, research, development, training and deployment of chemical warfare agents, and the attempts made to incorporate chemical weapons into military doctrine and war-preparedness. Part II supplements the citation of documents in Part I. It comprises an ordered bibliography listing not only the location of the records found to be of primary concern to this study, but also the location of other records not cited in Part I which appear to form much of the remainder of the official record of the British CW effort. A list of some of the papers which have not been released comprises the concluding section.
