Book excerpt: This book examines how the economic performance of immigrants is shaped by national and urban social institutions. In the United States, particularly in the high-immigration cities, most immigrant-origin groups have significantly lower earnings than do their counterparts in Canadian or Australian cities. Immigration policy is not a factor, however; in fact U.S. immigrants?in particular origin groups?are not less skilled. American institutions, including education, labor market structures, and social welfare, all reflect greater individualism and all contribute to the potential for inequality. Resulting higher poverty rates for America's immigrants explains their more extensive use of its weaker welfare system. Jeffrey Reitz's social institutional approach projects the impact of institutional restructuring?past and future?on the economic performance of immigrants in these countries.

Available in PDF, EPUB and Kindle. Book excerpt: The administration of justice is an area of social policy that defies attempts to achieve a balance between order and the protection of the public and respect for individual rights. The media contain daily accounts of the failure of the criminal justice system to repress crime. It is within this social and legal context that this work is situated. In addition to including a range of articles in the standard areas of policing, courts, and corrections, recent articles deal with such controversial issues as aboriginal justice, the recruitment of visible minorities by Canadian police forces, and the role of women in the Canadian criminal justice system. The collection concludes with a critical assessment of the retributive model that currently serves as the philosophical underpinnings of the Canadian criminal justice system.

Available in PDF, EPUB and Kindle. Book excerpt: Challenging standard dependency theory, William Carroll argues from empirical evidence that Canada's financial-industrial elite have maintained and consolidated their competitive position at the centre of an inter-corporate network. Corporate Power and Canadian Capitalism thus acknowledges the unusually high degree to which capital is concentrated in a relatively few giant corporations in Canada, but it denies that these commercial interests are subordinated to American corporate capital. To test the validity of this new perspective on the transformation of indigenous capitalists into a national bourgeoisie, Carroll traces the accumulation of capital in the largest Canadian corporations and the institutional relations that have existed among the same firms since World War II. Instead of selling out to foreign capital, Canadian firms have in fact become increasingly interlocked, and Canadian-controlled firms have been and continue to be the focus of both the industrial and financial sectors, with foreign-controlled companies occupying decidedly peripheral positions. From this interpretative position, Canada's development is seen as markedly similar to that of other advanced capitalist countries, culminating in consolidation of control under an elite accompanied both by penetration of foreign economies by domestic financial capitalists and a concomitant penetration of the domestic economy by foreign capital.

Available in PDF, EPUB and Kindle. Book excerpt: Women Challenging Unions is a collection of original papers that presents a vision of an invigorated and vibrant labour movement, one that would actively seek the full participation of women and other traditionally excluded groups, and that would willingly incorporate a feminist agenda. This vision challenges union complicity in the gendered segmentation of the labour market; union support for traditionalist ideologies about women's work, breadwinners, and male-headed families; union resistance to broader-based bargaining; and the marginalization of women inside unions. All of the authors share a commitment to workplace militancy and a more democratic union movement, to women's resistance to the devaluation of their work, to their agency in the change-making process. The interconnected web of militancy, democracy, and feminism provides the grounds on which unions can address the challenges of equity and economic restructuring, and on which the re-visioning of the labour movement can take place. The first of the four sections includes case studies of union militancy that highlight the experiences of individual women in three areas of female-dominated work: nursing, banking, and retailing. The second and third sections focus on the two key arenas of struggle where unions and feminism meet: inside unions, where women activists and staff confront the sexism of unions, and in the labour market, where women challenge their employers and their own unions. The fourth section deconstructs the conceptual tools of the discipline of industrial relations and examines its contribution to the continued invisibility of gender.
