The following pages are the result of an effort to think out to their proper conclusions certain fundamental principles in this subject considered in these relations, and to apply the conclusions to existing facts. What success may have attended the effort, the reader will determine according to his own judgment, which, in many cases, will doubtless be more just than that of the writer.
