It is with a View to answering these difficulties that I propose to inquire into the govern ment of the primitive Church, and to Show that its constitution was, in principle, the same in the first century as it is in the twentieth. But all the Apostles retained a share of power which they could exercise whenever they were at J eru salem. The Church at Jerusalem enjoyed the presence of the Apostles more frequently than any other Church, and thus acquired a sort of pre-eminence.
