Book excerpt: The Army has initiated two programs designed to transform itself from a force focused on fighting the Cold War to one better designed to face the challenges of the 21st century. Those two programs, the Modularity Initiative and the Future Combat Systems (FCS) program, would change the way the Army is organized and equipped, respectively. This study considers the near- and long-term implications of those two programs. It also examines three alternatives for modernizing the Army¿s combat forces using modified versions of the FCS program and estimates the costs and savings of those options as well as their effects on the Army¿s ability to introduce new technologies into its combat brigades. ¿An objective, impartial analysis.¿ Charts and tables.

This book was released on 2010-11 with total page 25 pages. Available in PDF, EPUB and Kindle. Book excerpt: Carrying out the plans proposed in the President¿s 2010 budget request, excluding overseas contingency operations, would require defense resources averaging $567 billion annually from 2011 to 2028. That amount is about 6% more than the $534 billion in total obligational authority the Admin. requested in its regular 2010 budget. Four main factors account for the higher resources required in the long term: The likelihood of continued real growth in pay and benefits for DoD¿s military and civilian personnel; The projected increases in the costs of oper. and maint. for aging equip.; DoD¿s plans to develop and field advanced weapon systems; and Investments in new capabilities to meet emerging security threats. Charts and tables.

This book was released on 1999-05 with total page 321 pages. Available in PDF, EPUB and Kindle. Book excerpt: The all-volunteer force, the historic norm in peacetime America, was reestablished in the U.S. on 30 June 1973, when induction authority expired. But never before had the U.S. attempted to field a standing Army in peacetime -- based on voluntary enlistments -- with the worldwide responsibilities that faced this force. Since the mid-1980s the ability of the armed forces to recruit and retain quality volunteers has not been seriously questioned. This book takes us through those years of transition, examining both the context in which the end of the draft occurred and the perspective which the Army's leaders brought to bear on the challenge they faced.

Available in PDF, EPUB and Kindle. Book excerpt: Dramatic political and economic changes throughout the world, coupled with rapid advances in technology, pose an important question for the U.S. Army: What technologies are best suited to defending U.S. interests against tomorrow's military threats? STAR 21 provides an expert analysis of how the Army can prepare itself for the battlefield of the futureâ€"where soldiers will wear "smart" helmets and combat chemical warfare with vaccines produced in days to counter new threats. This book summarizes emerging developments in robotics, "brillant" munitions, medical support, laser sensors, biotechnolgy, novel materials, and other key areas. Taking into account reliability, deployability, and other values that all military systems will need, the volume identifies new systems and emerging technologies that offer the greatest payoff for the Army. The volume addresses a host of important military issues, including the importance of mobile, rapidly deployable forces, the changing role of the helicopter, and how commercial technology may help the Army stay ahead of potential opponents. Book excerpt: The U.S. military has a stockpile of approximately 400,000 tons of excess, obsolete, or unserviceable munitions. About 60,000 tons are added to the stockpile each year. Munitions include projectiles, bombs, rockets, landmines, and missiles. Open burning/open detonation (OB/OD) of these munitions has been a common disposal practice for decades, although it has decreased significantly since 2011. OB/OD is relatively quick, procedurally straightforward, and inexpensive. However, the downside of OB and OD is that they release contaminants from the operation directly into the environment. Over time, a number of technology alternatives to OB/OD have become available and more are in research and development. Alternative technologies generally involve some type of contained destruction of the energetic materials, including contained burning or contained detonation as well as contained methods that forego combustion or detonation. Alternatives for the Demilitarization of Conventional Munitions reviews the current conventional munitions demilitarization stockpile and analyzes existing and emerging disposal, treatment, and reuse technologies. This report identifies and evaluates any barriers to full-scale deployment of alternatives to OB/OD or non-closed loop incineration/combustion, and provides recommendations to overcome such barriers.
