Book excerpt: Governments recognise that national security in the turbulent conditions of the early twenty-first century must centre on the creation of public confidence that normal life can continue even in the face of threats such as terrorism and proliferation, and of natural hazards such as pandemics and climate change. Based on his own experience in government, David Omand argues that while public security is vital for good government, the effects of bad government will result from failure to maintain the right relationship between justice, liberty, privacy, civic harmony and security measures. His book examines in detail how secret intelligence helps governments to deliver security, but also risks raising public concern over its methods. A set of ethical principles is proposed to guide intelligence and security work within the framework of human rights. Securing the State provides a new way of thinking about the cycle of activities that generates secret intelligence, examines the issues that arise from the way that modern intelligence uses technology to access new sources of information, and discusses how the meaning of intelligence can best be elucidated. The limits of intelligence in enabling greater security are explored, especially in guiding government in a world in which we must learn not to be surprised by surprise. Illustrated throughout by historical examples, David Omand provides new perspectives for practitioners and those teaching security and intelligence studies and for a wider readership offers an accessible introduction to pressing issues of public policy.

Book excerpt: Immediately after the revolutions of 1989-1990, Central Europeans announced their desire to "return to Europe." In policy terms this meant that Central Europeans wanted to join the European Union (EU) and NATO. NATO's initial response was to extend its "hand of friendship" at the London Summit in July 1990 and to establish the North Atlantic Cooperation Council (NACC) at the Rome Summit in November 1991. As 1992 opened, not only did the former Soviet Union (and Yugoslavia) disintegrate, but after the June 1992 Czech and Slovak Federated Republic (CSFR) elections, Czech and Slovak leaders decided to conclude a "Velvet Divorce" on 1 January 1993. Despite the fact that the majority of Czechs and Slovaks in both regions opposed separation, no referendum was convened. Since 1993, both CSFR successor states-the Czech Republic and Slovakia-have continued to pursue EU and NATO membership. After the January 1994 Brussels Summit announced Partnership For Peace (PFP), Slovakia became one of the more active of the 27 Partners in the program. In September 1995 Slovakia was briefed by NATO on The Study on NATO Enlargement. When the December 1995 North Atlantic Council (NAC) session invited those Partners interested in NATO membership to engage in enhanced 16+1 dialogues, Slovakia responded affirmatively-participating in three rounds of discussions during 1996-concluding that it wanted to join NATO.

Available in PDF, EPUB and Kindle. Book excerpt: This book presents a cutting-edge assessment of NATO's collective defence strategies in the immediate aftermath of the July 2016 NATO Warsaw Summit. Collective defence and deterrence came back on the agenda at the 2014 Wales Summit following the Russian annexation of Crimea, and was in many respects a game changer for NATO. The Warsaw Summit was a follow-up and operationalization of the Wales Summit, as well as adding further initiatives to the agenda. But is NATO delivering? This book provides a thorough assessment of the on-going debates and discussions taking place within and outside of NATO in Europe and North America. In its return to deterrence, NATO is confronted with challenges relating to strategic thinking, capability development, and the role of nuclear weapons. It has also raised questions about the future prospects for NATO membership for countries such as Sweden and Finland, with broader implications for the security situation in the Baltic region. Central to all this is of course NATO’s relationship with Russia and questions of a new security dilemma, in turning bringing to the fore the challenge of maintaining an appropriate balance between deterrence and dialogue. The chapters in this volume address these questions and provide a much-needed analysis of the results of the NATO Warsaw Summit. This book will be of interest to policymakers and students of NATO, international security, European Politics, security studies and IR in general.
