Book excerpt: The discourse of 'green growth' has recently gained ground in environmental governance deliberations and policy proposals. It is presented as a fresh and innovative agenda centred on the deployment of engineering sophistication, managerial acumen and market mechanisms to redress the environmental and social derelictions of the existing development model. But the green growth project is deeply inadequate, whether assessed against criteria of social justice or the achievement of sustainable economic life upon a materially finite planet. This volume outlines three main lines of critique. First, it traces the development of the green growth discourse quaideology. It asks: what explains modern society's investment in it, why has it emerged as a master concept in the contemporary conjuncture, and what social forces does it serve? Second, it unpicks and explains the contradictions within a series of prominent green growth projects. Finally, it weighs up the merits and demerits of alternative strategies and policies, asking the vital question: 'if not green growth, then what?'

Available in PDF, EPUB and Kindle. Book excerpt: The Asian Development Outlook 2014 projects that developing Asia's growth will increase from 6.1% in 2013 to 6.2% in 2014 and 6.4% in 2015. Moderating growth in the People's Republic of China as its economy adjusts to more balanced growth will offset to some extent the stronger demand expected from the industrial countries as their economies recover. Risks to the outlook have eased and are manageable. The monetary policy shift in the United States may invite some volatility ahead in financial markets, albeit mitigated by accommodative monetary policy in Japan and the euro area. The regional growth outlook depends on continued recovery in the major industrial economies and on the People's Republic of China managing to contain internal credit growth smoothly. Widening income gaps in developing Asia strengthens the case for greater use of fiscal policy to foster equality of opportunity. While the region has benefited from fiscal prudence in the past, demographic and environmental challenges are expected to compete for public resources in the coming years. To boost public spending on equity-enhancing programs such as education and health without undermining fiscal sustainability, the authorities will need to explore a wide range of options for mobilizing revenue and to build equity objectives into their fiscal plans.

As global capital markets have opened up, and these economies have developed their technological and commercial capabilities, in more recent years Southeast Asia has emerged as a significant source of outward FDI both within the region and beyond. This important volume, by a group of leading regional scholars, offers a timely, comprehensive, accessible and authoritative analysis of this phenomenon.” -- Hal Hill, H.W. The study focuses on the five Central Asian economies: Kazakhstan, the Kyrgyz Republic, Tajikistan, Turkmenistan, and Uzbekistan. The report considers trade ties, foreign direct investment and financial flows, migration and remittances, and institutional cooperation between the Central Asian economies and major economic centers such as those in Asia, the European Union, the Russian Federation, and the United States.

This report explores the forces that are poised to transform the supply, demand, and mobility of skilled professionals across ASEAN, and the unique opportunities their convergence presents for human capital development and brain circulation within Southeast Asia. It draws on the insights of nearly 400 ASEAN and member state officials, private sector employers, training directors, and others who participated in focus group discussions, meetings, and surveys.

Book excerpt: The Cook Islands is among the best performing Pacific island economies, with many structures in place that support private sector investment, including an internationally competitive tax regime, an open trade regime, and good standards of education and health care. Future prospects are positive due to the growing tourism sector, and potential resource revenues from seabed minerals prospecting activities are another favorable development. The Government of the Cook Islands is committed to pursuing sustainable development through private-sector-led growth. Yet, the Cook Islands faces significant challenges in realizing its full potential, including a sluggish business entry process that discourages foreign investment, inadequate infrastructure that threatens to degrade the natural environment, complex land ownership and inadequate land use planning processes, and a weak collateral framework.
