Book excerpt: Cet ouvrage collectif est réalisé dans le cadre du projet de recherche « Effectivité des droits économiques des femmes: cas de l’accès à l’eau à usage agricole en Mauritanie, au Niger et au Sénégal », initié par le RADI et appuyé par le CRDI. Il vise à éclairer l’origine, les manifestations et les conséquences des clivages de genre dans l’accès, l’exploitation et le contrôle de l’eau productive. Au-delà de l’intérêt qu’elle présente pour la recherche, cette problématique s’inscrit dans la même dynamique de défense des droits économiques des femmes dans un contexte sahélien où les contraintes de maitrise de l’eau, facteurs de pauvreté, génèrent des tensions entre les différents besoins et intérêts d’utilisation. Le croisement des résultats de la recherche obtenus dans les trois pays a permis de tirer de précieuses leçons sur la démarche d’investigation essentiellement marquée par le genre, la participation et la comparaison et de tracer des pistes pour un accès plus équitable des femmes aux ressources économiques en général et à l’eau à usage agricole en particulier. Dans ce sillage, l’une des originalités de cette initiative scientifique sous régionale, c’est la mise en place d’un comité transnational de plaidoyer chargé de favoriser la mise en œuvre des recommandations de la recherche. C’est dire que le processus de recherche – action est loin d’être terminé. This collective work was conducted within the context of the research project entitled “Effectiveness of women's economic rights: the case of access to water for agricultural use in Mauritania, Niger and Senegal”. Initiated by the African Network for Integrated Development (RADI) and the International Development Research Centre (IDRC), it aims to explain the origins, manifestations and consequences of the gender divide with regards to access, use and control of productive water. Beyond its significance for research, this issue is also relevant to the dynamic protection of women’s economic rights in the Sahelian environment where the difficult collection of water and the issues pertaining to poverty generate tensions between various consumption needs and interests. The correlation between the research results obtained in the three countries emerges as a critical lesson on the investigative approach, which is fundamentally marked by gender, participation and comparison, and also outlines the ways in which to promote women’s equitable access to economic resources, in particular their access to water reserved for agricultural use. In this light, one of the novelties of this sub-regional scientific initiative is the establishment of a transnational advocacy committee responsible for promoting the implementation of the recommendations of the research. This means that the research-action process is far from being completed.

Book excerpt: In many European countries the extreme right have refined their electoral programmes under the rubric of nationalist-populist slogans and have adopted subtle forms of racism. The move away from overt neo-fascist discourse has, allowed these parties to expand their electoral support as populist nationalist parties. Paradoxically, this has led to an increase in racist and anti-Semitic discourse. In this on-site analysis, Michal Krzyzanowski and Ruth Wodak describe a confluence of racism and xenophobia, and show how that union creates a new kind of racism. The "new" racism differs from the older kinds in that it is usually not expressed in overtly racial terms. Instead, the justifications that are typically employed concern protecting jobs, eliminating abuse of welfare benefits, or cultural incompatibilities. The new racism exploits xenophobia rooted in ethnocentrism, male chauvinism, and ordinary prejudices that are often unconscious or routinized. For these reasons, the new racism can be defined as "syncretic," a mixture of many, sometimes contradictory, racist and xenophobic beliefs and stereotypes. Racism as ideology and practice is alive and well. This important book aims to provide understanding of the many socio-political and historical processes involved in such expressions of institutional and individual racism--processes which are not necessarily evident from more overt or traditional expressions of racism. This is an innovative look at the political study of language as well as new instances of race, ethnicity, and class in present-day Europe.
