In 1780 the local volunteers decided to band together in a national organization. James Caulfield, Earl of Charlemont, was elected commander. In 1782 delegates met in the church of Dungannon, County Tyrone. There they passed resolutions to restore free trade, to give rights to bear arms, to appoint independent judges, and to seek reddress. A committeee of 4 members from each county was instructed to call a general meeting within 12 months.
